4 . 3 DESCRIPTION OF OPERATIONS <br /> Near-surface rock and sand deposits are excavated using Front End <br /> Loaders (Trojan 5500, Trojan 3000, Caterpillar 980-C) , a <br /> Caterpillar D8 , Bottom Loading Scrapers, or equivalent. Excavated <br /> material is loaded onto haul trucks and delivered to the plant site <br /> centrally located on the property. Excavated material from the <br /> southern portion of the site will be delivered to the plant by <br /> conveyor or haul truck, with the access to be upgraded across an <br /> existing check dam. Due to the relatively deep groundwater table at <br /> the site, excavation activities do not require dewatering. <br /> Concurrent reclamation is not possible in the southern portion of <br /> the site. In the northern portion of the quarry site, permitted <br /> excavation operations (EP 81-9) are on-going for phases 2 and 3 . <br /> Reclamation operations have been initiated for the completed Phase <br /> I operations. <br /> Excavated rock and sand are processed at the plant by washing, <br /> crushing, rolling, conveying and screening. This process classifies <br /> the raw materials into fill sand, clean sand, and rock aggregate <br /> products, which are sold for construction purposes such as road <br /> basE!, shoulder aggregates, decorative rock, and concrete-related <br /> products. Up to 5% of the raw feed to the plant is currently wasted <br /> as fines. Processed material is stockpiled on-site in the form of <br /> rock aggregate and sand. Once sold, the final product is they, <br /> transported off-site by haul truck. Off-site transport of final <br /> product will be undertaken by subcontractors. Topsoil will. not be <br /> removed from the project site. <br /> The existing permitted operation (EP 81-9) currently processes 225 <br /> tons/hour of rock aggregate and sand. Following upgrading of plant <br /> facilities, it is anticipated that maximum production rates will <br /> reach 350 tons/hour. Optimally, the processing plant will be free <br /> to operate on an as-needed basis, 12 hours per day, 6 days per <br /> week, 52 weeks per year. The plant will process a maximum of 25, 200 <br /> tons per week of raw feed material. <br /> 4 . 4 DESCRIPTION OF FACILITIES <br /> Figure 7 is a process flow diagram for the existing permitted E1 <br /> Rancho Rock and Sand, Inc. Quarry processing plant. Figure 8 is a <br /> process flow diagram for the proposed upgraded facility, <br /> highlighting all new and upgraded equipment. <br /> Table I summarizes the stationary equipment on site at the <br /> Processing Plant. Currently permitted equipment and proposed new <br /> equipment are listed separately. Table II summarizes the mobile <br /> equipment at the site. <br /> 15 <br /> CONDOR <br />
