Some areas in the southeastern portion of the site exhibit a <br /> prevalence of wetland plants, hydric soils and wetlands <br /> hydrology, and are potentially subject to the U.S. Army Corps <br /> of Engineers jurisdiction pursuant to Section 404 of the Clean <br /> Water Act (33 USC 1344) . <br /> Vernal pools have been identified in the far southeastern <br /> portion of the project site, and are shown on the map included <br /> in the Biological Resources Report. <br /> Suitable habitat for the California tiger salamander, a <br /> California species of special concern and a federal category <br /> 2 candidate, is present on the project site. No California <br /> tiger salamander were observed on the project site during <br /> surveys in February 1991. However, surveys were conducted <br /> during drought conditions when adults would not be active. <br /> These impacts will be minimized to a level of insignificance or <br /> avoided by specific mitigation measures including: <br /> Excavation and quarrying operations shall not disturb the <br /> existing watercourse and wetland habitats and shall not occur <br /> within 100 feet from the centerline of the natural drainage <br /> channel. <br /> Additional surveys for the following flowering sensitive plant <br /> species shall be conducted as described: <br /> 1) Surveys shall be conducted for Delta button celery during <br /> the period August - October. <br /> 2) Surveys shall be conducted for Greene's tuctoria during <br /> the period May - June. <br /> 3) Surveys shall be conducted for Ahart's dwarf rush during <br /> the month of April. <br /> Should evidence of any of these species be found, the <br /> California Department of Fish and Game and the San Joaquin <br /> County Planning Department shall be notified. <br /> The Corps should be contacted to provide a determination of <br /> their jurisdiction regarding the narrow relatively flat <br /> drainage swales without distinct bed or bank cutting which <br /> transport surface flow from the southeast portion of the <br /> project site. The Corps can be reached at (916-551-2526) . <br /> Excavation and quarrying operations shall not disturb the <br /> vernal pools in the far southeastern portion of the project <br /> site, as shown on the Biological Resources Map. A minimum <br /> setback of 50 feet from the centerline of the vernal pools <br /> shall be maintained. <br /> Additional surveys for the California tiger salamander shall <br /> be conducted in May or late fall 1991 to verify the presence <br /> or absence of this creature. <br /> 26 -ZT <br /> CONDOR <br />
