5. 5 NOISE <br /> San Joaquin County Ordinance requires that the sound level shall <br /> not exceed 65 db Ldn at the property line of adjacent properties <br /> which are developed residential, zoned residential, or shown for <br /> residential use on the General Plan. <br /> The applicant has completed and submitted as Appendix 11. 6 a Noise <br /> Study to evaluate existing and future noise levels associated with <br /> the project. The study has concluded that noise produced by typical <br /> excavation operations would be within acceptable limits as defined <br /> by the San Joaquin County standards. Based upon the conclusions in <br /> the acoustical study, the project-related noise is not expected to <br /> exceed the maximum noise levels listed in Section 9-3500 of the <br /> Planning Title. <br /> Field measurements at the property line of the noise emissions from <br /> backup horns on mobile equipment are barely perceptible on the <br /> sound meter. Sound levels are not quantifiable due to their short <br /> duration. <br /> However, the noise produced by backup horns is potentially very <br /> annoying. It is El Rancho' s intent to institute and enforce a <br /> written policy to minimize the annoyance of this noise. To the <br /> extent practicable, the excavation and processing operations will <br /> be reconfigured to minimize the necessity of backing up the <br /> equipment. Mobile equipment shall not be left in reverse gear when <br /> parked or in a stationary position, in order to reduce unnecessary <br /> use of backup horns. <br /> One area in the southerly portion of the site has been identified <br /> with an Ldn of 66 . This Ldn would occur only at those times when <br /> quarrying operations take place within 250 feet of Waverly Road. <br /> The property potentially impacted by these noise levels is zoned <br /> Agricultural, under Williamson Land Act Contract, with no <br /> residences. Ldn levels from 50 to 70 are considered to be "Normally <br /> Acceptable" by the San Joaquin County Council of Governments Noise <br /> Element. Ldn levels of 65 db or less are considered "Acceptable" <br /> for areas of residential development by the San Joaquin County <br /> General Plan. <br /> There are no potentially significant impacts upon or irreversible <br /> environmental changes resulting from noise impacts. <br /> 5 . 6 TRAFFIC AND TRANSPORTATION <br /> The possibility that the proposed project expansion would have an <br /> adverse impact upon traffic and transportation was investigated in <br /> detail . <br /> 27 <br /> CONDOR <br />
