8 . 0 SIGNIFICANT IRREVERSIBLE ADVERSE ENVIRONMENTAL CHANGES <br /> Extraction of a non-renewable mineral resource could be considered <br /> to be an irreversible environmental change. Additionally, during <br /> the extraction process, the project will consume non-renewable <br /> fuels for energy, also an irreversible change. However, these <br /> changes are not considered to be of significance. <br /> The proposed rehabilitation of the property upon completion of the <br /> excavation will leave the property in a condition which will allow <br /> its reuse. As the property was utilized for cattle grazing <br /> rangeland prior to quarrying operations, it will be reclaimed for <br /> that purpose. No attempts will be made to create "prime farmland" <br /> where none existed. <br /> Although potential exists for the proposed project to have a <br /> significant effect on the environment, there will not be a <br /> significant effect in this case because of proposed mitigation <br /> measures as summarized elsewhere in this document. No significant <br /> unmitigatable impacts or irreversible adverse environmental changes <br /> will result from the E1 Rancho Rock and Sand, Inc.
