The site contains Class IV <br /> soils (by the SCS system) , which are- considered non-prime for <br /> agricultural purposes. <br /> Visual aesthetics will be a factor because the operation will be <br /> apparent from the public roadway and to neighboring residences. <br /> Due to removal of the ground cover, the project may increase <br /> erosion adjacent to the site. Such erosion would result from <br /> rainfall and soil runoff down hillsides next to the excavation <br /> area. <br /> Mitigation : <br /> The removal of non-renewable, natural resources cannot be <br /> mitigated; however, as suggested above, this impact may be <br /> counterbalanced to some extent from positive social and economic <br /> impacts that will result from utilization of extracted materials <br /> within San Joaquin County. <br /> Potentially, the project will improve the appearance of the site. <br /> Adequate mitigation of the topographical alterations could be <br /> accomplished by the requirement of a more detailed reclamation <br /> plan satisfactory to the Planning Department and the State Division <br /> of Mines and Geology. The California Surface Mining and Reclama- <br /> tion Act (1975) requires that a reclamation plan be submitted to <br /> the DMG for quarry excavations of more than 1, 000 cubic yards <br /> per acre. A faithful performance bond should also be required <br /> to assure that the potential benefit of the project is achieved. <br /> Interim erosion hazards can be mitigated by requiring that dikes <br /> be constructed around the excavation area and that water runoff <br /> be directed by pipe or ditch into the settling ponds. <br /> 3 . Impact : Traffic Considerations : Road Capacity and Maintenance, <br /> Traffic Volume, Site Access <br /> Road maintenance is a concern because the haul trucks will cause <br /> greater wear and tear on roads than ordinary passenger car traffic. <br /> Since Shelton and Waverly Roads are county-maintained, additional <br /> road maintenance expenditures may be necessary due to excavation- <br /> related truck traffic. <br /> r.4.itigation : <br /> If the excavation site is to be established, future road improve- <br /> ments should be engineered to account for the additional wear <br /> factor associated with the aggregate hauling activity. The <br /> applicant could be required to post a bond sufficient to pay <br /> for project-related road repairs. <br />
