item'No. 3
B2\ : 11-12.-81
EP-81-9/EIR-81-5
Page 8
established within San Joaquin County, it is preferable that
they be sited on lands of only marginal agricultural productivity
(as determined by soils ratings) . The site contains Class IV
soils (by the SCS system) , which are- considered non-prime for
agricultural purposes.
Visual aesthetics will be a factor because the operation will be
apparent from the public roadway and to neighboring residences.
Due to removal of the ground cover, the project may increase
erosion adjacent to the site. Such erosion would result from
rainfall and soil runoff down hillsides next to the excavation
area.
Mitigation :
The removal of non-renewable, natural resources cannot be
mitigated; however, as suggested above, this impact may be
counterbalanced to some extent from positive social and economic
impacts that will result from utilization of extracted materials
within San Joaquin County.
Potentially, the project will improve the appearance of the site.
Adequate mitigation of the topographical alterations could be
accomplished by the requirement of a more detailed reclamation
plan satisfactory to the Planning Department and the State Division
of Mines and Geology. The California Surface Mining and Reclama-
tion Act (1975) requires that a reclamation plan be submitted to
the DMG for quarry excavations of more than 1, 000 cubic yards
per acre. A faithful performance bond should also be required
to assure that the potential benefit of the project is achieved.
Interim erosion hazards can be mitigated by requiring that dikes
be constructed around the excavation area and that water runoff
be directed by pipe or ditch into the settling ponds.
3 . Impact : Traffic Considerations : Road Capacity and Maintenance,
Traffic Volume, Site Access
Road maintenance is a concern because the haul trucks will cause
greater wear and tear on roads than ordinary passenger car traffic.
Since Shelton and Waverly Roads are county-maintained, additional
road maintenance expenditures may be necessary due to excavation-
related truck traffic.
r.4.itigation :
If the excavation site is to be established, future road improve-
ments should be engineered to account for the additional wear
factor associated with the aggregate hauling activity. The
applicant could be required to post a bond sufficient to pay
for project-related road repairs.
