Reduction of project area <br /> •- SUMMARY OF COMMENTS : <br /> California Department of Transportation_: <br /> Project truck traffic will have a cumulative effect on State Route 26 <br /> and County roads. It is not recommended that access roads be aligned <br /> diagonally to Waverly Road. <br /> Planning Department Response : <br /> A bond may be required of the applicant by the County Public Works <br /> Department to pay for road repairs necessitated by project truck <br /> traffic. Site access route (s) should be constructed at a 900 angle (s) <br /> to Waverly Road. <br /> Bear Creek Resource Conservation District : <br /> Page 9 of the Draft EIR discusses possible erosion hazards and proposed <br /> methods of control. We would strongly advise that a settling pond be <br /> constructed near or at the intermittent stream to collect any storm <br /> waters leaving the site. This would prevent any chance of silt <br /> entering the Gilmore Reservoir. <br /> There are small parcels of Class II soils on the site. There are pro- <br /> posals in the EIR to preserve these areas. The bulk of the site is <br /> Class IV, which is not classified as prime soil, although they are <br /> excellent soils as far as range is concerned. <br /> The EIR mentions that the topsoil will be stockpiled and then replaced <br /> on mined areas. These areas will then be reseeded. The site should <br /> be reseeded as soon as possible. <br /> The District recommends that the applicant contact the Soil Conservation <br /> Service or the Agricultural Extension Service for seeding recommendations. <br /> Planning Department Response : <br /> Planning Staff recommends against relocation of the ponds to the <br /> intermittent stream. Water from the pond is to be used for irrigation <br /> during reseeding. The planned pond location is closer to the excavation <br /> area than the stream. It is not desirable to extend operations beyond <br /> the area actually required for the project. Moreover, the stream is at <br /> an elevation lower than the indicated final project elevations, which <br /> would require pumping irrigation water uphill, while the planned ponds <br /> will be located at a higher elevation than the excavation area. <br />
