The upper- most 24 inches of overburden, i.e. , the topsoil, shall be stockpiled separately from other overburden required for rehabilitation and shall, under no circumstances, be removed from the site . The topsoil shall be returned to the uppermost 24 inches of rehabilitated surfaces. 8. If the excavation work is to be accelerated, rehabilitation work shall be equally accelerated. 9. A faithful performance bond in the amount of $75, 000 shall be filed by the applicant with the County prior to the commencement of excavation. This bond shall be callable at all times during the project, either in whole or in part, upon request by the County. The bond shall specify its applicability to both excavation and rehabilitation work and to any other work that may be required as a condition of this permit. 10. The applicant shall submit semi-annual reports to the Planning Department to verify the number of cubic yards removed in that pro3eet-Year the previous 6 month period. In no case shall the excavation, including tailings and overburden, exceed the cubic yardage approved by the decision-making body. 12. Dust and other particulate emissions will be controlled to the maximum extent feasible. A water truck shall be maintained on- site and daily sprinklings shall be applied to unpaved work routes and areas under excavation. The interior routes used by haul trucks shall be paved. Haul truck loads shall be sprinkled prior to departure from the site. 13. Equipment approved by the County Fire Warden shall be maintained in operable condition on-site for fire protection. 14. The applicant shall consult the Soil Conservation Service or the Agricultural Extension Service for reseeding recommendation and shall adopt these recommendations as part of the rehabilitation plan. A copy of the reseeding plan shall be submitted for review and approval by the Planning Department prior to the commencement of excavation.
