Islas , Planner <br /> SUBJECT : STATEMENT OF OVERRIDING CONSIDERATIONS ON EIR-81-5/ <br /> EP-81-9 <br /> ---------------------------------------------------------------- <br /> The Draft EIR prepared for this project has identified several <br /> significant environmental impacts. Accordingly, Section 8. 14 of <br /> the County Environmental Guidelines stipulates that a Statement <br /> of Overriding Considerations shall be prepared if the project is <br /> to be approved. <br /> For each significant impact, one or more of three findings must <br /> be made: <br /> ( 1) Changes or alterations have been required in, or <br /> incorporated into, the project which mitigate or avoid the <br /> significant environmental effects thereof as identified in <br /> the fina-� EIR. <br /> (2 ) Such changes or alterations are within the responsibility <br /> and jurisdiction of another public agency and not the agency <br /> making the finding. Such changes have been adopted by such <br /> other agency or can and should be adopted by such other agency. <br /> ( 3) Specific economic, social, or other considerations make <br /> infeasible the mitigation measures or project alternatives <br /> identified in the final EIR. <br /> Each finding must be accompanied by a statement of supporting <br /> facts , i .e. , each finding shall be supported by substantial <br /> evidence in the record. <br /> In addition , the Guidelines provide that a project shall not be <br /> approved unless .the significant impacts have been reduced to an <br /> acceptable level. "Acceptable level" means that : <br /> (1) All significant environmental effects that can feasibly <br /> be avoided have been eliminated or substantially lessened as <br /> determined through findings as described in Subsection (A) . <br /> (2) Any remaining, unavoidable singificant effects have been <br /> found acceptable under Section 8. 14. ( 15088) <br />
