BA 9-16-81 <br /> Purviance <br /> -4- <br /> Barbara Sitkin said she investigated the cost of material delivery from other <br /> gravel quarries. She said that delivery prices are less for local deliveries <br /> but that operation also increases the cost of the material. When there is a <br /> reduced Truck trip, the operator is not passing the savings on to the consumer. <br /> She stated that the error in the EIR referring to four acres , and not the forty <br /> acres proposed , was sent to the various agencies; those agencies made their <br /> responses based on the four acres. <br /> Patricia Sitkin, 28631 E. Shelton Road , said that this site is slightly over <br /> one mile from the Calaveras site. She felt that nothing had been done on the <br /> reparation of the previous site. She felt .that the EIR did not reflect that <br /> concern. <br /> Mr. Mendez said there will be truck traffic in the area from two other gravel <br /> operations. Access to those sites would probably be through the project area. <br /> REBUTTAL: Mark Adams felt that Mr. Mendez' statement on the other operations <br /> would be considered conjecture. Also, he said that the land at the end of the <br /> project would be more usable for agriculture due to the removal of the dredge <br /> tailings. Regarding; availability of gravel from outside the County from other <br /> sites, there are no sites available in this County. This County will benefit <br /> from the taxes received from this operation. The lost tax revenue to the County <br /> is significant even if the other County can provide the material at the same <br /> price. <br /> PUBLIC HEARING ON EIR--CLOSED <br /> Mr. Hunter noted that the purpose of the EIR is to identify the project and <br /> make an assessment of the impact of the project. The overall process consists <br /> of writing a report and receiving comments from public agencies and other <br /> interested parties. The ultimate aim is that the decision making body feel that <br /> they are sufficiently acquainted with the project, impacts and mitigations to <br /> determine that the EIR is satisfactory. If there are areas in the EIR that <br /> the Board feels need additional work, those area should be identified and <br /> sent back to staff for further research and further writing to the point where <br /> the Board feels the EIR fully discusses impacts and mitigation measures. <br /> Comm. McComb felt that the EIR was adequate in order for him to make a decision; <br /> some issues can be addressed in the project hearing. Comm. Boyden commented on <br /> air quality; he said he attended many meetings on this subject; that the greatest <br /> percentage of pollution source came from agriculture. He did not feel that the <br /> air quality would be greatly harmed by this project; it is to move the project <br /> from one area to another. This can be the subject of a condition to mitigate <br /> the circumstance. lie said he was interested in the information that there is <br /> an Office of Noise Control; that if the residences are as close to the operation <br /> as indicated in the slides, they can request help from Local Health District <br /> and the Office of Noise Control. If there is a complaint, an inspection can <br /> be made by the Planning Department and a report back to this Board. He said <br /> they could request a report from the Soils Conservation Service before this <br /> land is mined and excavated. Regarding the concern over school buses, there <br />
