He said the E.I.R. should further discuss the <br /> issue of safety for children who must catch the bus on these roads. Regarding <br /> access to the property, the Purviances own subject property and the land <br /> adjoining; he said the applicant is suggesting that access to the project <br /> would go next to the Sitkin residence. If they move the access 1000' south <br /> that would remove some of the problems to the Sitkins. <br /> Mr. Papas read a letter from the Directors of the San Joaquin County Farm <br /> Bureau, Linden Center, dated September 12, 1981, in opposition. They listed <br /> errors in the EIR. <br /> Marcos Mendez, 9500 North Shelton Road, owner of property 3,000 feet from the <br /> northwest corner of the project, spoke on a severe traffic problem that will <br /> be compounded by this proposal. He noted the hazardous intersection of Shelton <br /> and Waverly Roads. He felt there should be a stop sign at that corner. He <br /> said there is a continual hazard from the garbage trucks and the gravel trucks. <br /> He said it would be better to divert traffic down Waverly Road and across <br /> Flood Road. He said he has a substantial investment in his property; that this <br /> project will devalue his property. He felt that the EIR did not adequately <br /> adress the mitigating factors. <br /> Lila Watkins was present and said that her husband is one of the Directors <br /> on the Farm Bureau and there were 5 Directors at that meeting; the response <br /> from the Directors was only to be a short summary as to acreage. <br /> Roger Sitkin, 8008 Waverly Rd. , Linden, said he is a Director of the Farm <br /> Center and he felt that the statement submitted by Mr. Papas was accurate. <br /> He submitted slides to indicate that this land can be made productive. <br /> Mr. Watt was present and said he is an agriculturalist and he felt the land could <br /> be farmed with vineyard and olives. <br /> William Leachman, 26842 Shelton Rd. , and resident of the area, said he is a <br /> cattle rancher and a professional property manager for the Bank of California. <br /> lie said he is concerned over the traffic problem. He said there is an omission <br /> in the EIR regarding economics. He said his ranch is basically in Redding <br /> Gravel Loam Soil. It is better than dry land pasture; he has had an excavation <br /> on his property; he can now have wine variety crops. Water is required. He <br /> said a very large amount of water is necessary to operate the sand and gravel <br /> project. There will be a detrimental effect on the underground water supply. <br /> This will have an effect on agriculture in the area due to the lowering of the <br /> water table. This will also affect the value of the land. <br /> Joe Atkinson, 27000 Shelton Road, said his family recently acquired a ranch in <br /> the area; he said his family is involved in construction and it was not reason- <br /> able to assume that all of the requirements placed on this permit would be met. <br /> Anita Auten, 8251 Waverly Road, said she is a Registered Nurse and is concerned <br /> over the carbon monoxide releases into the air from the trucks and additional <br /> traffic in this area and the detrimental effect upon the school children. <br />
