BA 9-16-81 <br /> Purviance <br /> -8- <br /> half of his costs for concrete are due to the hauling costs. He felt that <br /> the County should encourage the small firm of Stockton Sand & Gravel to stay <br /> in operation; the large firms do away with competition. Every 10 miles of <br /> hauling adds $1 to the cost of the retail product. The cost of material from <br /> Stockton Sand & Gravel is less than other companies ' costs . _ <br /> Cheryl Purviance said she has been a school bus driver trailer for a num- <br /> ber of years. She said the entire "hill run" is taken up by one bus. She <br /> said there are no problems with truckers on Shelton Road. 'There are only four <br /> students going to school from Waverly Road. She said that exhaust fumes core <br /> from the top of a truck and there is no exposure of the fumes to the child <br /> due to the prevailing winds which blow away the fumes. <br /> Ross Purviance , Jr. , one of the owners of the property, was present and said <br /> he and his fattier are water well contractors and said the well proposed would <br /> produce 4,000 gallons of water a minute ; they had intended to put in 40 acres <br /> of clover; the water is going to be used by Stockton Sand and Gravel, recycled, <br /> and put on their tailings. Mr. Purviance said that he has lived on the property <br /> for 7 years. lie planted SO trees and he has only 7 trees left. The proposal <br /> is to rehabilitate the land with almonds or apples. <br /> Dan Furber, Civil Engineer, said he is employed by Teichert Construction, <br /> and stressed the importance of an independent company and said that Stockton <br /> Sand & Gravel Company has a strategic location. He expressed concern over <br /> the road maintenance fee included in the performance bond . <br /> Monte Frost, representing Prost Transfer Service, Manteca,said he is a truck <br /> broker and said, further, that they move a lot of material from the Linden <br /> Area. He concurred with the testimony stated. He said that garbage trucks <br /> also run in that area; there are 8 trucks running from daylight to dark, <br /> 6 days a week. He said these trucks are a terror to the other users of the <br /> road. <br /> 'there were about 20 people present in favor of this application. <br /> OPPOSITION TO THE PROJECT: <br /> Attorney Chris Papas, 1209 N. El Dorado, Stockton, was present and submitted <br /> two letters from area residents. John Thomas wrote his concerns on traffic <br /> hazard and water run-off danger. Randolph and Clarice West wrote to express <br /> concerns on traffic; that there have been many accidents in the area; the <br /> added traffic will increase the hazard to school children; they expressed <br /> concern over the lowering of their property values; they had concern that <br /> Shelton Road will become a freeway for trucks, lie noted that it was stated <br /> that the prior violations in another area were not directly related to this <br /> project - he believed that they were relevant. He read a letter from Congress- <br /> man Shumway stating he did not advocate any particular decision by the Board <br /> since tie fully respected its discretionary role in determining such land use <br /> questions; however, he urged the Board to consider the circumstances of the <br /> application and the opposition to it in order to fully and fairly evaluate its <br /> merits and accompanying issues. <br />
