BA 9-16-81 <br /> Purviance <br /> -7- <br /> District, <br /> 7-District, Bob Allen, George Kishida Trucking Company, Richard Corresco, and <br /> the adjoining property owner, Mr. Miller. Mr. Miller said he would vouch <br /> for the Don Merian operation on the Wilson property. <br /> Mr. Adams stressed the need to this County for this operation and the avail- <br /> ability of materials to the people in this County. He said the rehabilitated <br /> area will bring future agricultural growth to the County. Mr. Adams said it <br /> will be approximately two years before the excavation actually starts near the <br /> Sitkin residence . He said they will work with the Local Health District if <br /> noise is a problem for the. Sitkins . lie cormnented that most of the winds are <br /> blowing out of the northwest towards the southeast. Stockton Sand and Gravel will <br /> work most of the time during the day. He said that Stockton Sand and Gravel <br /> during the last three years has paid over one million dollars in wages ; the <br /> sales taxes paid were noted in the EIR hearing. Regarding access , they will <br /> work with the Department of Public Works ; the traffic impact will be less <br /> than on the previous operation. This project is being moved from one site to <br /> another. lie said this is the most appropriate site in the entire County for <br /> an excavation. . <br /> Mr. Hunter asked if any soil had been removed from the proposed site. Mr. <br /> Kovak said that there was an approved permit to excavate 2,000 yards for <br /> testing. Mr. Merian said in December, 1980 he called the Planning Department <br /> and was told he did not need a permit to mine. <br /> Mr. Hunter asked if the hole on the property was 2,000 yards worth of hole. <br /> Mr. Merian replied that it was. <br /> Mr. hunter asked for a brief discussion on the rationale of moving equipment and <br /> boxcars onto the property prior to any permits being issued. Don Merian, 4755 <br /> North Duncan Road, Linden, said that they hauled the boxcars onto the property to <br /> build a bridge on the Calaveras property and that is in process; they had no place <br /> to store the equipment and boxcars on the present site. The Planning Department <br /> said that as long as they do not move any material from the property a permit is <br /> not needed. However, the project stopped on this property since they were <br /> red-tagged by the Building Department. They will cut off the tops of the <br /> boxcars and use them for storage areas , or they will dispose of them as scrap <br /> metal; they will cut off the bottoms and use the boxcars for a bridge. <br /> Mr. Sherwin, County Counsel, suggested staff explain the requirement of a <br /> $30,000 bond for roadway servicing. Mr. Islas said that the bond estimates <br /> were compiled by the Department of Public Works. The sources were Bank of <br /> America Quarterly Report and the National Dodge Construction Annual. Mr. <br /> Blevins said that the $30,000 figure was based on the cost of repair work. <br /> It would be for an overlay as their proportionate share of the traffic attribu- <br /> ted tothe excavation. <br /> Larry Deimler commented on the noise factor; he said they may construct a berm <br /> 10' high to reflect the noise upward (along the Sitkin property line). Re- <br /> garding the driveway location, they are willing to work with Public Works to <br /> relocate a driveway. Dust control is one of the standard conditions for a <br /> quarry excavation and this will be taken care of. Public Works has the <br /> authority to require some paving. <br /> Bob Frickman, 407 N.
