They are concerned about the proposed dikes at the <br /> new site - they should be clearly defined; they should be built in such a <br /> way as to prevent erosion, siltation and flotation. }ie said the tractor on <br /> the property has been there since July without a spark resister. Mr. Mwrian <br /> was told to stop work on that property. He showed a picture of a tanker truck <br /> and stated that the only way to start the truck would be to let it roll down <br /> the hill. Mr. Sitkin said the matter of rehabilitation should be carefully <br /> considered by the Board. The initial proposal had five phases; the effect <br /> would be that he could excavate much more of the property without rehabili- <br /> tation of the property. Over 50% of the material could be excavated without <br /> rehabilitation of the property. 73% of the area could be excavated before <br /> any single part of the property is rehabilitated. Mr. Sitkin said the Board <br /> should take into consideration the fact that the applicant appears to be <br /> trying to do the minimum amount of restoration while getting the maximum <br /> amount of excavation. He commented on the erection of the rock-sorting <br /> structure without the benefit of a permit ; that structure is a significant <br /> building. <br /> Comm. Albert Boyden asked to be excused and that he would listen to the tape <br /> recording of the rest of the hearing in order to vote on the matter. <br /> Mr. Sherwin said that-since Mr. Boyden has to leave before the conclusion of <br /> the hearing this evening, he will return at a later date and listen to the rest <br /> of the testimony; he wants to participate in the vote on this matter. He <br /> asked if there was anyone present in opposition to that request. There was <br /> no response from the audience. <br /> Chairman Becker said that the Board will hear all of the testimony and close <br /> the hearing and continue the matter. Mr. Hunter noted that if the matter is <br /> continued , it would be continued to a date certain as a public meeting. <br /> Mr. Sherwin asked again if there was anyone present at this hearing who would <br /> object to Mr. Boyden participating in the hearing after listening to the tapes. <br /> There was no response from the audience and Mr. Sherwin said there appears to <br /> be no objection. <br /> Mr. Boyden was excused at this point. <br /> Mr. Sitkin spoke on truck hazards and the hazards from gravel spills. He <br /> suggested that the applicant pave Waverly Road south and westerly from Waverly <br /> Road to Bellota Road. He said the applicant should provide the materials for <br /> that paving to offset the cost since he would be receiving the benefit of <br /> the paving. He said that Shelton Road is without shoulders and is very narrow. <br /> He commented that the applicant is given the opportunity to rebut any statements <br /> they make, but the opposition is not given that opportunity; that they are not <br /> in a position to defend themselves. Mr. Sitkins commented that the magnitude of <br /> the proposal is such that you cannot overlook the past; that would be a track <br /> record and that must be taken into consideration. <br />
