Garrett Becker <br /> Chairman <br /> Dear Members of the Board: <br /> You apparently are scheduled to hear the application of the <br /> Stockton Sand and Gravel Company (c/o Mr. Don Mertan and <br /> Mr. James Kovack) for an excavation permit at the Calaveras <br /> River and Waverly Road. <br /> M <br /> I write this letter not to advocate any particular decision <br /> by your Board following this hearing, since I fully re.s.pect <br /> your discretionary role in determining such land use questions <br /> in San Joaquin County. However, I do urge that you consider <br /> the circumstances of this application and the opposition to <br /> it , in order to fully and fairly evaluate its merits and <br /> accompanying issues . <br /> During the years I was engaged in a private law practice in <br /> Stockton, I had occasion to represent Mrs . Dorothy Cady, a <br /> widow of Elmer Cady who developed a beautiful ranch with <br /> which the Stockton Sand and Gravel Company had a lease <br /> allowing for excavations .
