There are signs at the scales warning <br /> the truck drivers of speeding; those trucks do not belong to Stockton Sand & <br /> Gravel Co. ; he noted that he is paying for a trip license and he has the right <br /> to use the roadway. <br /> PUBLIC HEARING CLOSED <br /> Comm. Donald commented that there is a problem with truck speeding but there is <br /> less traffic enforcement in the County. Regarding the request from Stockton <br /> East Water District to require installation of turbidity meters, lie noted that <br /> the District plant is able to indicate increase in turbidity; if Stockton East <br /> Water District wants to share in the expense of the meters, he might not object <br /> to that requirement. Mr. Donald commented that the excavation has been in <br /> existence since 1955 and it is nearly complete ; he is not for shutting it down but <br /> he feels that the applicant should comply with the hours of operation (No operation <br /> between 9 p.m. to 5 a.m.) . <br /> MOTION: Moved, seconded (Donald-Becker) and carried by a unanimous roll call <br /> vote to certify EIR-74-18 and approve the permit subject to the following: <br /> 1. This permit shall expire October 11, 1983. All proposed work shall <br /> be completed prior to expiration of this permit. The applicant shall <br /> post a bond in the amount of $10,000 to ensure compliance with this <br /> condition. <br /> 2. The applicant shall secure a Section 1601 Streambed Alteration Permit <br /> form from the State Department of Fish and Game. All conditions of <br /> that permit shall become part of this approval. <br /> 3. Standard conditions for quarry excavations. <br /> 4. Standard conditions for all excavations. <br /> 5. The applicant shall immediately notify the treatment plant of the <br /> Stockton-East Water District of any occurrence at this site which causes, <br /> or might tend to cause a discharge of any toxic or hazardous substance <br /> or material, including but not limited to, oil, gasoline, or any <br /> petroleum based substances and materials, or an increase in the turbidity <br /> of the Calaveras River. The applicant shall exercise utmost care to prevent <br /> such occurrences from taking place and shall use best efforts to immediately <br /> clean up and abate the effects of any such occurrences to the maximum <br /> extent possible. <br /> 6. There shall be no increase in the turbidity of the Calaveras River, <br /> as simultaneously measured immediately upstream and downstream of the <br /> applicant's operation. <br /> 7 . The banks and bed of the existing river channel shall not be excavated. <br /> A minimum levee of undisturbed bank material shall remain on both sides <br /> of the river channel that will have a 50 foot top width and a slope no <br /> steeper than 2:1 on the side away from the river channel. <br />
