-8- <br /> The amount of the performance bond must be sufficient <br /> to truly protect the County. These days it is not unusual for <br /> cities and counties to levy six-figure performance bonds on companies <br /> which have potential to seriously affect the public and which <br /> receive authorization to operate from governmental bodies through <br /> permits, franchises or licenses. The degree of risk and the <br /> potential costs should be assessed by a person competent at <br /> insurance and risk assessment in order to determine the required <br /> amount of the performance bond. It seems that the performance bond <br /> should be in an amount of at least $50 , 000 to provide basic <br /> protection. <br /> D. Resolution of Road Safety Hazards <br /> The proposal by Stockton Sand and Gravel would create <br /> unsafe roadway conditions in several new ways . The operation would <br /> also increase road hazards at some already dangerous locations. <br /> There are four main problems which would be caused by a gravel <br /> excavation as proposed at Waverly* Road : <br /> 1) Access roadway. The only access to the site is located <br /> in a narrow depression between two knolls, making it blind <br /> from both directions. The traffic through this area moves <br /> at or above the 55 mph posted speed limit and is composed <br /> largely of semi-trucks hauling garbage to the landfill <br /> facility. Gravel trucks would be pulling directly into this <br /> stream of traffic with limited visibility in either direction. <br /> Access could easily be provided several hundred yards to the <br /> south, giving clear visibility to trucks entering onto <br /> Waverly Road. This would also reduce noise and dust at the <br /> residence near the proposed access. <br /> Although this would require passing through a parcel not <br /> included in the excavation proposal , the property is owned <br /> by the applicant owner. In fact, according to the property <br /> owner, it • was Mr. Merian ' s original plan to use an access <br /> road located to the south of the location depicted in the <br /> present plan and operation of Stockton Sand and Gravel. <br /> 2 ) "Y" Intersection of Waverly and Shelton Roads . The <br /> intersection of Waverly and Shelton roads is extremely <br /> dangerous. It is an uncontrolled "Y" at the base of a <br /> steep hill. Traffic traveling northward on Waverly must <br /> proceed down the hill and negotiate a sharp turn at the <br /> base. Numerous skid marks already cover the approach to <br /> this intersection, although it was resurfaced only a month <br /> ago. Loaded gravel trucks would find it particularly <br /> difficult to negotiate this turn safely. Besides being <br /> hazardous to other traffic, the residence directly across <br /> from this intersection would be in danger. <br />
