r <br /> -10- <br /> Excavation, sorting, rock-crushing and other noisy <br /> operations should be allowed only between the hours of 8 a.m. to <br /> 4 p.m. on Mondays through Fridays. Hauling should be allowed <br /> from 7 a.m. to 5 p.m. on Mondays through Fridays. No weekend <br /> operations or activity should be allowed. <br /> F. Screens to Avoid View of Unsightly Operations <br /> from Residences and Roadways <br /> Aesthetic considerations are significant in the area of <br /> the proposed project. The area contains gently rolling foothills <br /> which lead to panoramic views of the Sierras . ' Many homeowners <br /> have situated their homes in the area in order to take advantage <br /> of the beautiful view of the natural landscape. In the specific <br /> area of proposed excavation, mine tailings are present; however, <br /> these do not present a view of a "wasteland" as Mr. Merian <br /> described at the Development Committee meeting. Instead, the <br /> mine tailing are grassy knolls which are confined to a limited area <br /> and which blend into the natural landscape. <br /> Trees or large shrubery to screen the unsightly operations <br /> must not only be required per "Additional Standard Conditions for <br /> Quarry Operations, " requirement number 4 , but the Board of Zoning <br /> Adjustment is also required to specifically delineate the type of <br /> plants, intervals of plants, planting timetable and maintenance <br /> program of the screen. It will also be necessary for the Board <br /> of Zoning Adjustment to plan its enforcement of the screen ' s <br /> maintenance. <br /> Because of the proximity of the proposed site to a residence, <br /> dense trees or shrubs of an initial height of at lease six feet <br /> should be planted close together near the property line. Such a <br /> screen should be planted before unsightly operations commence . <br /> Also, no equipment should be allowed to be parked in a position which <br /> makes it visible from the adjoining residence or roadway. <br /> G. Junk and Trash at Proposed Project Site <br /> Already a significant amount of junk and trash has been <br /> placed upon the proposed project site. In contrast to the <br /> beautiful pastoral view which prevailed from the Sitkin residence <br /> and other residences until recently, presently the scene is one of <br /> ugly scrap equipment and stored junk. As described above, some <br /> construction of structures has occurred without permits for <br /> construction and without use of proper sanitation precautions. <br /> Any permit issued would have to not only prohibit storage of <br /> garbage and junk but also provide for routine inspections to assure <br /> compliance. (As noted above, however, Mr. Merian has not complied <br /> with such conditions in the past; if the County is to act positively <br /> on the request for Permit , it will have to determine an effective <br /> way to enforce its prohibitions on collection and storage of garbage <br /> and junk . ) <br />
