-12-
J. Operating Equipment Meeting Emission Requirements
Operating equipment used on the proposed site premises
should meet emission standards. Mr. Merian has a tendency to
use very decrepit equipment on his project sites, i .e. his water
truck, draglines, caterpillars and Euclids.
K. Guarantee of Water Table
Gravel quarry operations utilize large quantities of
water for washing the gravel. If issued authorization under
the proposed Permit to excavate and process gravel , Stockton Sand
and Gravel should not be allowed to decrease the level of the
water table. Stockton Sand and Gravel and the County would need
to guarantee that the water table from which residential wells
draw will not be decreased or depleted.
L. Detailed Rehabilitation Plan
The present rehabilitation plan prepared by Mr. Merian
consists of four sentences and a site plan. Neither the site
plan nor the written description are adequate.
Because of the uneven contours resulting from excavation,
large quantities of topsoil will be required to restore the grade.
Mr. Merian must be required to replace topsoil to an adequate
depth to maintain productive rangeland. No topsoil should be sold
until all restoration is complete.
Since Mr. Merian has not submitted an adequate plan for
rehabilitation, the County should w -ite a detailed rehabilitation
plan and make it a condition of the proposed Permit. The rehabil-
itation plan should be very specific. The cost of such a County
effort should be borne by Stockton Sand and Gravel .
In response to concern from the Soil Conservation Service
regarding re-seeding the rangeland to provide erosion protection and
to restore the habitat, Mr. Merian commented that a single sprinkle
was all that was necessary in ordor to bring up grassy groundcover
adequate to prevent erosion. This is incorrect because in order
to germinate native annual grasses several heavy applications of
water are required. (Seeds contain germination inhibitors that
must be leached away by large amounts of water before germination
can occur. ) Mr. Merian seems to display very little knowledge of
rehabilitation and restoration practices.
