-12- <br /> J. Operating Equipment Meeting Emission Requirements <br /> Operating equipment used on the proposed site premises <br /> should meet emission standards. Mr. Merian has a tendency to <br /> use very decrepit equipment on his project sites, i .e. his water <br /> truck, draglines, caterpillars and Euclids. <br /> K. Guarantee of Water Table <br /> Gravel quarry operations utilize large quantities of <br /> water for washing the gravel. If issued authorization under <br /> the proposed Permit to excavate and process gravel , Stockton Sand <br /> and Gravel should not be allowed to decrease the level of the <br /> water table. Stockton Sand and Gravel and the County would need <br /> to guarantee that the water table from which residential wells <br /> draw will not be decreased or depleted. <br /> L. Detailed Rehabilitation Plan <br /> The present rehabilitation plan prepared by Mr. Merian <br /> consists of four sentences and a site plan. Neither the site <br /> plan nor the written description are adequate. <br /> Because of the uneven contours resulting from excavation, <br /> large quantities of topsoil will be required to restore the grade. <br /> Mr. Merian must be required to replace topsoil to an adequate <br /> depth to maintain productive rangeland. No topsoil should be sold <br /> until all restoration is complete. <br /> Since Mr. Merian has not submitted an adequate plan for <br /> rehabilitation, the County should w -ite a detailed rehabilitation <br /> plan and make it a condition of the proposed Permit. The rehabil- <br /> itation plan should be very specific. The cost of such a County <br /> effort should be borne by Stockton Sand and Gravel . <br /> In response to concern from the Soil Conservation Service <br /> regarding re-seeding the rangeland to provide erosion protection and <br /> to restore the habitat, Mr. Merian commented that a single sprinkle <br /> was all that was necessary in ordor to bring up grassy groundcover <br /> adequate to prevent erosion. This is incorrect because in order <br /> to germinate native annual grasses several heavy applications of <br /> water are required. (Seeds contain germination inhibitors that <br /> must be leached away by large amounts of water before germination <br /> can occur. ) Mr. Merian seems to display very little knowledge of <br /> rehabilitation and restoration practices. <br />
