-13- <br /> M. Resolution of Dust Conditions <br /> The Environmental Impact Report described dust problems and <br /> suggested possible mitigation by requiring that access roads be <br /> paved. At the Development Committee meeting Mr. Merian suggested <br /> instead that the access roads be oiled. <br /> Long-term experience with the Calaveras River project <br /> demonstrates that oiled roads do not hold up under heavy truck traffic. <br /> The primary access road to the existing Calaveras River project site <br /> was finally paved after years of dust problems caused by oiled roads . <br /> All access roadways on the proposed project site would need to <br /> be paved to control the dust and noise caused by heavy traffic of <br /> gravel trucks. Also, sprinkling of the materials and excavation site <br /> to reduce dust would need to be frequent. The sprinkling would need <br /> to be monitored to insure compliance with this condition. <br /> N Study by Qualified Engineers to Determine Proportion of <br /> Mine Tailings and Proportion of Strip Mining <br /> Since Mr. Merian' s submitted plans do not indicate depths <br /> and sizes of mine tailings, it is not possible to determine the <br /> proportion of the proposed project which is to be mine tailings and <br /> the proportion which is to be strip mining of the terrain. A <br /> qualified engineer should assess the proposed project site and <br /> determine what percentage of the proposed excavation is mine <br /> tailings and what percentage is strip mining. This information <br /> should be used by the Development Committee and the Board of <br /> Zoning Adjustment to determine if a significant amount of strip <br /> mining is being proposed. <br />
