per acre. Additional standard conditions, including
a performance ?_..end, should be required to, assure that
the potential benefit of the project is achievc3.
Interim erosion hazards can he mitigated by requiring
that dikes be constructed around the excavation area
and that water runoff be directed by pipor ditch into
the settling ponds.
Assuming that excavation work remains within the bound-
aries shown on the applicant's site plan and that the
mitigation measures suggested are adopted, the project
will not alter hydrologic conditions of the intermittent
stream located south of the processing area.
C. Traffic Considerations : Road Capacity and Maintenance,
Traff-S.c° Volume, Site Access
Three roads will be primarily affected by the project:
Waverly Road, Shelton Road, and State Route Gid. Waverly
Road, south of the Foothill Sanitary Landfill (1 mile
south of the site) , is unpaved; hence, th?.s portion of
waverly Road should not be used as a haul route.
Both Waverly And Shelton Roads are two-Jane, ac7halt-
paved routes with richt-of-way wid-"-_1 , of 60 feet. Vie
rrarimum speed limit along these roads is 55 with
the exc ept_.-M of a I mile stretch of Shelton Read just
west of the access road to the Calaveras P.ivcr plant that
is pc3ted at a 40 M.P.Ii. maximum.
Average daily traffic counts (A.D.T. ) most recently
recorded by the County Fubl,,.e Works Department are:
• Shelton Road (two-way counts)
- East of Escalon Eellota R3. 685 A.D.T. (4/80)
- west of Waverly Rd. 345 A.D.T. (4/03.)
• Vzaverly Road (two-way counts)
- South of Shelton Road 195 A.D.T. (4/83.)
The County has not established maximum road caracity
standards, i.e. , the greatest A.D.T. suitable for a two-
lane roadway. The A.D.T. 's cited above, haacvcr, indicate
that sheer traffic volume is not a critical concern.
There are other tv o-lane county roads which have much
higher A.D.T. 's. Moreover, any increm,nt:al traffic volur„n
from this project will be negligible (approximately 163
A.D.T. 's two-way) . Truck traffic volume estimated by the
applicant for the proposed project is the same amount
associated with the existing Calaveras River site. The
traffic volume increase will occur over the 1.5 mile
stretch of roadway between the existing site and the
proposed one.
-23-
