Road maintenance is a concern because the haul trucks
will cause greater wear and tear on roads than ordinary
passenger car traffic. Since Shelton and vlaverly Roads
are county-maintained, additional read maintenance
expenditures may be necessary due to excavation-related
truck traffic.
State Route 26 is maintained by Caltrans, which furnished
the following traffic data for 1980:
State Route 26
- West of Escalon Bellota Rd. 1900 A.D.T.
- East of Escalon Bellota Rd. 1700 A.D.T.
Caltrans traffic projections for 1995 are :
. State Route 26
- West of Escalon Bellota Rd. 2600 A.D.T.
- East of Escalon Bellota Rd. 2200 A.D.T.
Both the present and projected traffic volumes are within
the present carrying capacity of State Ro:9.te 25. The
project willbot have a significant effect on this roadway.
The proposed access is through a metal gate at Waverly Road.
The access point and dirt road are at a 900 angle to
Waverly Road and the gate is narrow relative to the large
trucks that will be hauling materials. Both factors present
a traffic safety hazard.
Mitiaatic?n
The C`unty Public Works Department has scheduled road
resurfaC4,ng work for bath Shelton and Waverly Roads. The
ShcIt-en Road project will begin June 8, 1981, the Waverly
Roar' on June 2.8, 1981. Each rroject will. ta':-3 twenty
days to co;m,)Iete. The point to be mace with regard to
road maintenance plans is that, if the excavation s ..te is
to b-: c.taI.-Aished, future road improvements vhould be
engi_nccred to account for the ad.,'itional lxezr_ factor-
asscc_.atcd with the aggrecate hauling activity.
The access difficulty can be eliminated. The existing
access paint, rate, and interior road can be widened to
provide easier, safer access and to permit two-way traffic.
Alternatively, a second access read could be ccnstructed
with one route used for ingress, the other for egress.
The two roads should be spaced sufficiently apart from
each other and aligned at diagonals to Waverly Road to
prevent congestion and collisions. As an additional
measure, a reduced speed zone could be posted near the
access points.
-24-
