D. Growth Inducement <br /> The project will indirectly produce some mix of resi- <br /> dential, commercial, and industrial growth depending on <br /> the particular construction projects supplied by the <br /> excavation. The public sector will also be affected. <br /> Perr-,-,.anent and temporary employment will result from the <br /> project-. Temporary employment (5 years or leas) will <br /> be crcated at the excavation site and in the related <br /> construction activities. Permanent employment may be <br /> created in the commercial and industrial structures <br /> constructed. <br /> The project will enable an increase of housing stock. <br /> This, in turn, would tend to increase the resident <br /> population in San Joaquin County. <br /> Additional income would accrue to the private sector <br /> in the forms of profits and wages and to the public <br /> sector in the form of tax revenues. The additional <br /> income to local government would be offset to an unde- <br /> termined extent by the additional public services it <br /> will be required to provide. <br /> The grc:ath inducing effects described above could still <br /> occur in the absence of the proposed project. The <br /> availability of construction materials is not the sole <br /> detc.--r,?nant of whether a particular project is developed. <br /> Notab--.y, hcwever, is the fact that projects actually <br /> developed world be more expensive if the materials had <br /> to be imported from outside the County.
