A faithful performance bond in the amount of $75, 000 shall <br /> be filed by the applicanL- w1th the County prior to the <br /> commencement of excavation. This bond shall be callable at <br /> all times during the project, either in whole or in part, upon <br /> request by the County. <br /> 10. . Rehabilitation of no less than Subareas la and lb shall have <br /> been completed by the end of the project year 3 if excavation <br /> is continuing at that time. If this rehabilitation has not <br /> been accomplished, the County may require that the excavator <br /> cease all excavation, processing, and loading and hauling of <br /> materials until such rehabilitation is completed. The same <br /> principles shall apply with regard to Subarea lc at year 3.5, <br /> Subarea 2a (or 2b) at the end of year 4, and to Subarea 2b <br /> (or 2a) at year 4. 5 . Area 3 rehabilitation shall have been <br /> completed by the end of year 5. <br /> 11. The applicant shall submit annual reports to the Planning <br /> Department to verify t_-:c number of cubic yards removed in that <br /> project year. In no cave shall the excavation exceed 712,000 <br /> cubic yards of material, including tailings and overburden. <br /> 12. Dust and other particulate emissions will be controlled to <br /> the maximum extent feasible. A water truck shall be maintained <br /> on-site and daily sprinklings shall be applied to unpaved work <br /> routes and areas under. excavation. The interior routes used <br /> by haul trucks shall be paved. <br /> 13. Equipment approved by the County Fire Warden shall be maintained <br /> on-site for fire protection . <br /> 14. The applicant shall consult the Soil Conservation Service or <br /> the Agricultural Extension Service for reseeding recommendation <br /> and shall adopt these recommendations as part of the <br /> rehabilitation plan. <br /> 15. Dikes shall be constructed around areas under excavation. <br /> Water shall be directed by pipe or ditch to and from settling <br /> ponds. <br /> 16 . Herbicides shall not be used for weed control in ponds. Water <br /> in ponds shall be maintained at a minimum depth of 3 feet. The <br /> applicant shall consult the Mosquito Abatement District and adopt <br /> its recommendations for vector control. <br /> 17. The applicant shall submit an approved Reclamation Plan to the <br /> California Department of Conservation prior to commencement of <br /> excavation. <br /> AA-13 <br />
