Conditions of Approval <br /> _ EP-81-9 <br /> January 17, 1985 <br /> Page 2 <br /> 10 . Dust and other particulate emissions will be controlled to <br /> the maximum extent feasible in accord with the requirements <br /> of the Air Pollution Control District . In addition, a water <br /> truck shall be maintained onsite, and daily sprinkling shall <br /> be applied to unpaved work routes and areas under excavation, <br /> and the interior routes used by haul trucks shall be paved. <br /> 11 . Equipment approved by the County Fire Warden shall be main- <br /> tained in operable condition onsite for fire protection. <br /> 12 . The applicant shall consult the Soil Conservation Service or <br /> the Agricultural Extension Service for reseeding recommen- <br /> dation and shall adopt these recommendations as part of the <br /> rehabilitation plan. A copy of the reseeding plan shall be <br /> submitted for review and approval by the Planning Department <br /> prior to the commencement of excavation. <br /> 13 . Dikes shall be constructed around areas under excavation. <br /> Water shall be directed by pipe or ditch to and from setting <br /> ponds . Construction of dikes shall be subject to approval by <br /> the Department of Public Works and the State Water Quality <br /> Control board and shall be designed to prevent erosion, <br /> siltation, and water runoff from the site . <br /> 14 . Herbicides shall not be used for weed control in ponds . <br /> Water in ponds shall be maintained at a minimum depth of <br /> three feet . The applicant shall consult the Mosquito <br /> Abatement District and adopt its recommendations for vector <br /> control . <br /> 15 . The applicant shall submit an approved Reclamation Plan to <br /> the California Department of Conservation prior to commen- <br /> cement of excavation. <br /> 16 . No explosives shall be used or stored on the site. <br /> 17 . If it is determined necessary by the Department of Public <br /> Works , the applicant shall construct an acceleration land <br /> and/or a left turn lane on Waverly Road to permit safe egress <br /> from the site and ingress from public roadway. Road <br /> construction and design shall be subject to approval by the <br /> Department of Public Works . The applicant shall pay for the <br /> costs of road construction. <br /> 18 . The applicant shall retain a certified civil engineer to con- <br /> duct annual inspections and report to the Planning Commission; <br /> such reports are to attest to the applicant ' s compliance with <br /> activities authorized or required under this permit . <br /> 19 . The permit request and site plan shall be revised to include <br /> an asphalt batch plant , and any future cement batch plant <br /> shall be subject to an excavation permit application. <br />
