Dust and other particulate emissions will be controlled to the maximum extent feasible in accord with the requirements of the Air Pollution Control District . In addition, a water truck shall be maintained onsite, and daily sprinkling shall be applied to unpaved work routes and areas under excavation, and the interior routes used by haul trucks shall be paved. 11 . Equipment approved by the County Fire Warden shall be main- tained in operable condition onsite for fire protection. 12 . The applicant shall consult the Soil Conservation Service or the Agricultural Extension Service for reseeding recommen- dation and shall adopt these recommendations as part of the rehabilitation plan. A copy of the reseeding plan shall be submitted for review and approval by the Planning Department prior to the commencement of excavation. 13 . Dikes shall be constructed around areas under excavation. Water shall be directed by pipe or ditch to and from setting ponds . Construction of dikes shall be subject to approval by the Department of Public Works and the State Water Quality Control board and shall be designed to prevent erosion, siltation, and water runoff from the site . 14 . Herbicides shall not be used for weed control in ponds . Water in ponds shall be maintained at a minimum depth of three feet . The applicant shall consult the Mosquito Abatement District and adopt its recommendations for vector control . 15 . The applicant shall submit an approved Reclamation Plan to the California Department of Conservation prior to commen- cement of excavation. 16 . No explosives shall be used or stored on the site. 17 . If it is determined necessary by the Department of Public Works , the applicant shall construct an acceleration land and/or a left turn lane on Waverly Road to permit safe egress from the site and ingress from public roadway. Road construction and design shall be subject to approval by the Department of Public Works . The applicant shall pay for the costs of road construction. 18 . The applicant shall retain a certified civil engineer to con- duct annual inspections and report to the Planning Commission; such reports are to attest to the applicant ' s compliance with activities authorized or required under this permit . 19 . The permit request and site plan shall be revised to include an asphalt batch plant , and any future cement batch plant shall be subject to an excavation permit application.
