i <br /> F <br /> Because no detectable soil contamination was encountered during <br /> r the field investigation prescribed by RWQCB, and the contamina- <br /> tion in the groundwater had diminished with time in both areal <br /> extent and concentration, EA recommended a "no action" remedial <br /> alternative for the site, with continued quarterly monitoring of <br /> the groundwater for one year. <br /> The gradual lowering of the groundwater table at the site has <br /> E resulted in low water levels in the monitoring wells, and has <br /> r <br /> hampered groundwater monitoring and sampling since July 1989. At <br /> the time of the August 1989 report, water levels were too low to <br /> x <br /> t permit collection of samples from MW4 and MWS, and well MW3 could <br /> - i <br /> not be properly purged prior to sampling. Since that time, the <br /> water levels in Stockton have recovered significantly (see <br /> below) <br /> SJCEHD responded to the Exxon/EA Problem Assessment. Report in a <br /> letter dated" 5 January 1990 (Appendix A) that requires Exxon to <br /> ' respond to concerns expressed about the Final Remedial Plan by <br /> both SJCEHD and .the RWQCB. <br /> Each ofthese: concerns is addressed individually below, and the <br /> remainder of this. report presents all data obtained to date at <br /> the site by EA and others, as requested by SJCEHD.
