INTRODUCTION <br /> Mr. Ron Rieger is creating five parcels from an existing 60 acre (approximate)parcel which has <br /> been owned by the Rieger family since 1924. The attached Parcel Map produced by Owens <br /> Design Consultants illustrates the proposed Parcels indicated as Parcels 1, 2, 3 and 4 and the <br /> Remainder of 18.88 acres. According to the San Joaquin County Development Title, a Surface <br /> and Subsurface Contamination Report(SSCR)must be conducted at the time of Tentative Map <br /> submittal. The purpose of this report was to investigate the subject property for real or potential <br /> environmental contamination and report the findings to the Client and the San Joaquin County <br /> Environmental Health Department. This report complies with the San Joaquin County <br /> Ordinance, specifically 9-905.12(a) for a "Surface and Subsurface Contamination Report." <br /> In addition,the report addresses and evaluates non-point sources of hazardous materials, as well <br /> as potential point sources. Non-point sources of hazardous materials include agricultural <br /> chemical residues, high concentration of nitrate laden groundwater and other contaminants which <br /> may have originated from a wide area or volume. Point sources investigated include fuel storage <br /> tanks, septic systems and/or chemical storage areas. <br /> No chemical analysis was conducted for this investigation nor was there an inspection of the <br /> existing buildings for asbestos containing materials(ACMs). An analysis of the domestic well <br /> serving the house on proposed Parcel 1 must be tested for nitrates and the agrichemical <br /> dibromochloropropane (DBCP) in a Soil Suitability Study. This study will be required by the <br /> County Environmental Health Department if any of the proposed Parcels are developed. <br /> SITE DESCRIPTION <br /> As illustrated on the attached map,the subject property consists of a nearly square shaped, flat, <br /> 60 acre parcel. The site is bordered to the south by Grooms Road and pasture land,to the west <br /> by single family residences and farmland and to the north and east by additional farmland. It is <br /> currently zoned AG-40. <br /> The property, and the entire region,has been dry land and irrigated farmed for the last several <br /> decades. The subject property was last planted in rice. There was a small on-site dairy 45 years <br /> ago. Irrigation water is pumped from a private irrigation well, near the southeast center of the <br /> property. There is a single family residence, barn and other outbuildings in the south center of <br /> the property and four grain silos on the west side of the barn. An on-site domestic well and <br /> septic system serves the residence. Storm water drainage flows to the existing drainage ditch <br /> along the south property line. <br /> 1 <br /> ®F Quality e-trol Inspection <br />
