R5-2007-_ 'AMO 4
CITY OF TRACY AND LEPRINO FOODS COMPANY
LAND DISCHARGE UNITS OF THE TRACY WASTEWATER TREATMENT PLANT
SAN JOAQUIN COUNTY
The Discharger shall monitor the groundwater at monitoring locations MW-2, MW-3, MW-4, and
MW-5 as follows. Prior to sampling, the groundwater elevations shall be measured and the
wells shall be purged of at least three well volumes until temperature, pH, and electrical
conductivity have stabilized. Depth to groundwater shall be measured to the nearest 0.01 feet.
Water table elevations shall be calculated and used to determine groundwater gradient and
direction of flow. Samples shall be collected using standard USEPA methods. Groundwater
monitoring shall include, at minimum, the following:
Parameter Units Sample Type Minimum
Sampling/Reporting
Frequency
Groundwater ElevationFeet Measurement 1/quarter
Depth to Groundwater 0.01 Feet Measurement 1/quarter
Gradient FeeVfeet calculated 1/quarter
Gradient Direction degrees calculated 1/quarter
pH Standard Grab 1/quarter
Units
Total Dissolved Solids mg/L Grab 1/quarter
Volatile Dissolved Solids mg/L Grab 1/quarter
Electrical Conductivity @ 25°C' pmhos/cm Grab 1/quarter
Total Kjeldahl nitrogen mg/L Grab 1/quarter
Nitrate (as N) mg/L Grab 1/quarter
Total Coliform Organisms MPN/100 ml Grab 1/quarter
Standard Minerals mg/L Grab 1/quarter
Title 22 Metals mg/L Grab 1/year
Groundwater elevation shall be used to calculate the direction and gradient of
groundwater flow. Elevations shall be measured to the nearest one-hundredth of a
foot from mean sea level, from a surveyed measuring point elevation on the well.
The groundwater elevation shall be measured prior to purging the wells.
P Standard Minerals shall include the following: boron, calcium, iron, magnesium,
potassium, sodium, chloride, manganese, phosphorus, total alkalinity (including
alkalinity series), and hardness.
3 Title 22 metals shall include the analyses of arsenic, cadmium, chromium, copper,
lead, mercury, nickel, and zinc.
BIOSOLIDS MONITORING
1. A composite sample of biosolids shall be collected annually prior to final disposal in
accordance with EPA's POTW Sludge Sampling and Analysis Guidance Document, August
1989, and tested for priority pollutants listed in 40 CFR section 122 Appendix D, Tables II
and III (excluding total phenols). Monitoring Location B-001 is not specifically defined in this
Order. The biosolids sample shall be collected at a location prior to leaving the Facility for
final disposal.
