PERM TISERVICES <br /> 271 Tum Pike Drive <br /> Folsom, CA 95630 <br /> INADEQUATE REPORT, GROUNDWATER MONITORING WELL INSTALLATION <br /> WORKPLAN, TRACY GATEWAY,LLC, TRACY, SAN JOA QUIN COUNTY <br /> I have reviewed the 23 October 2002 Groundwater Monitoring Well Installation Work Plan,prepared by <br /> HDR Engineering, Inc. The plan was prepared in response to a 22 May 2002 Regional Board staff <br /> review of the Draft Environmental hnpact Report that stated: <br /> "The project proponent should begin the process ofgroundwater monitoring so that the <br /> groundwater quality can be established prior to wastewater disposal. At least four quarters of <br /> groundwater quality monitoring should be performed prior to the RWD submittal. " <br /> Comments are provided on the workplan to allow the groundwater monitoring to begin; however, the <br /> Regional Board prefers that this development be c?nnected to the City of Tracy wastewater system, and <br /> as stated in the 22 May 2002 letter, documentation of the City of Tracy's refusal to accept the <br /> wastewater at the anticipated flow rates will be required as part of the Report of Waste Discharge <br /> (RWD)- <br /> After reviewing the workplan,T have the following comments: <br /> — Although descriptions of the treatment system are provided in the workplan, this review does not <br /> comment on those descriptions pending submittal of the RWD. <br /> — Description of geotechnical soil borings was provided in the workplan,but a figure locating the <br /> borings and boring logs were not provided. It is not clear if the groundwater described in the <br /> borings is confined or under water table conditions. Please review the information and <br /> adequately describe the groundwater conditions. <br /> — The well designs as proposed are not approved. The following items shall be addressed <br /> regarding well design: <br /> o Determination of the groundwater condition(confined or not)will influence the well design. <br /> In general the wells should be constructed to sample the first saturated interval. The design <br /> presented in the workplan may result in mixing of water table and confined groundwater. <br /> o Figure 4 and Table 3 are not consistent regarding the well design; please correct the errors. <br /> California Environmental Protection Agency <br /> 0%Recycled Paper <br /> The energy challenge facing California is real.
