City of Tracy -4- 8 July 1988 <br /> INSPECTION SUMMARY AND RECOMMENDATION: <br /> The treatment plant appeared to be operating and being properly <br /> maintained during the inspection. However, the City's effluent has <br /> been consistently showing biotoxicity. The City has been <br /> incorrectly reporting the results of the 96-hour static bioassay <br /> test when the fish survival was less than 70%. In most cases, the <br /> control test fish survival was greater than 95% and therefore the <br /> test results valid. In the future, the City shall 'report all <br /> bioassay test results regardless if the tests are considered <br /> invalid. Furthermore, the City should investigate the source of the <br /> high toxicity in their effluent and submit a proposal for <br /> eliminating the high toxicity. <br /> The pretreatment program has improved with the addition of a full- <br /> time employee to run the program. The records for all IUs should be <br /> maintained in a central location. I requested a draft copy of the <br /> new ordinances and informed Mr Baker that we should review the <br /> ordinances prior to adoption by the City Council. Additional TDS <br /> data on effluent, water supply, and receiving water are necessary <br /> (unless existing information is sufficient) to assess the impact of <br /> the relatively high TDS on receiving waters.
