City of Tracy -4- 8 July 1988
INSPECTION SUMMARY AND RECOMMENDATION:
The treatment plant appeared to be operating and being properly
maintained during the inspection. However, the City's effluent has
been consistently showing biotoxicity. The City has been
incorrectly reporting the results of the 96-hour static bioassay
test when the fish survival was less than 70%. In most cases, the
control test fish survival was greater than 95% and therefore the
test results valid. In the future, the City shall 'report all
bioassay test results regardless if the tests are considered
invalid. Furthermore, the City should investigate the source of the
high toxicity in their effluent and submit a proposal for
eliminating the high toxicity.
The pretreatment program has improved with the addition of a full-
time employee to run the program. The records for all IUs should be
maintained in a central location. I requested a draft copy of the
new ordinances and informed Mr Baker that we should review the
ordinances prior to adoption by the City Council. Additional TDS
data on effluent, water supply, and receiving water are necessary
(unless existing information is sufficient) to assess the impact of
the relatively high TDS on receiving waters. The requested letter
of certification has been received.
Q
ROBERT A. EVANS
Area Engineer
RAE: rae
Attachment
