CA0079154 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF TRACY <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, (here- <br /> after Board) finds that: <br /> 1. The City of Tracy (hereafter Discharger) submitted a Report of Waste Dis- <br /> charge, dated 19 August 1983, and applied for a permit to discharge waste <br /> under the National Pollutant Discharge Elimination System (NPDES) . <br /> 2. The Discharger discharges 5.5 mgd of domestic and industrial waste from <br /> secondary treatment facilities into Old River (Outfall No. 1) , a water of the <br /> United States, at a point four miles north of Tracy in the E1/2 of projected <br /> Section 34, T1S, R5E, MDB&M. The discharge into Tom Paine Slough (Outfall <br /> No. 2) , allowed for reclamation purposes, has not been used due to a lack of <br /> demand for the reclaimed wastewater. No permit renewal is requested for the <br /> discharge at Outfall No. 2. <br /> 3. The Report of Waste Discharge describes the existing discharge as follows: <br /> Average Flow: 4.0 million gallons per day (mgd) ( 175 1/sec) <br /> Design Flow: 5 .5 million gallons per day (mgd) (241 1/sec) <br /> Average Temperature: 777 (25'C) Summer; 64°F (18'C) Winter <br /> Constituent mg/l lbs/day kg/day <br /> BOD (annual average) 13 437 197 <br /> Suspended Matter (annual average) 14 467 212 <br /> 4. The Discharger proposes to increase the discharge of domestic waste by 3.5 <br /> mgd for a total design flow of 9.0 mgd (394 1/sec) . The treatment plant is <br /> being expanded to handle the projected flow increase. Also, plant modifica- <br /> tions will be made to ensure continuous compliance with waste discharge <br /> requirements. Construction is to be completed by 1987. <br /> 5. The Environmental Protection Agency and the Regional Board have classified <br /> this discharge as a major discharge. <br /> 6. The Board, on 25 July 1975, adopted a Water Quality Control Plan for the <br /> San Joaquin Delta Basin (58) which contains water quality objectives. These <br /> requirements are consistent with that Plan. <br />
