WASTE DISCHARGE REQUIREh1ENTS ..i <br /> CITY OF TRACY <br /> SAN JOAQUIN COUNTY -2- <br /> 7. The beneficial uses of Old River and Delta waters are municipal , industrial , <br /> and agricultural supply; recreation; esthetic enjoyment; navigation; and <br /> preservation and enhancement of fish, wildlife and other aquatic resources. <br /> 8. Effluent limitations, and toxic and pretreatment effluent standards estab- <br /> lished pursuant to Sections 208(b) , 301, 302, 303(d) , 304, and 307 of the <br /> Clean Water Act and amendments thereto are applicable to the discharge. <br /> 9. The discharge is presently governed by the following Orders adopted by the <br /> Board: <br /> 77-182 (CA0079154) Waste Discharge requirements and NPDES permit. <br /> 78-52 Cease and Desist Order with prohibition on connec- <br /> tion of new wet industries. <br /> 79-54 Cease and Desist Order, time schedule, and <br /> interim BOD and SS limits. <br /> 79-123 Cease and Desist Order, amendment to Order 78-52 <br /> allowing a wet industry connection. <br /> 80-097 Special Order, amendment to Order 77-182 pre- <br /> scribing pretreatment standards. <br /> 81-076 Special Order, amendment to Order 78-52 to allow <br /> relaxation of total suspended matter (TSM) . <br /> 10. A review of self monitoring reports submitted by the City indicates the basis <br /> for the Cease and Desist Orders (C&Ds) still exist (i .e, the City violates or <br /> threatens to violate effluent limits for daily maximum total coliform and <br /> chlorine residual ) . The three C&Ds will be retained. <br /> 11. The City is proceeding with a $4.7 million project to eliminate solids <br /> handling problems which were a significant source of effluent violations when <br /> the first C&D was adopted. The City is also expanding plant capacity from <br /> 5.5 to 9.0 mgd. The solids handling and plant expansion projects are pro- <br /> ceeding together and are scheduled for completion in 1987. <br /> 12. The City establised an acceptable pretreatment program in compliance with <br /> Special Order 80-097. The Order will be retained because six other commu- <br /> nities or cities were named in the same Order. Special Order 81-076 to allow <br /> relaxation of suspended matter will be rescinded because relaxation of total <br /> suspended matter to 30 mg/l is incorporated into the City's new NPDES permit. <br /> 13. The Department of Health Services has expressed concerns about the protection <br /> of public health because the discharge from the City of Tracy is upstream of <br /> two major water intake facilities, the Bureau of Reclamation Delta-Mendota <br /> Canal and the Department of Water Resources Cliften Court Forebay. The <br /> Delta-Mendota Canal is used for drinking water for the City of Tracy and <br /> for irrigation of food crops. <br />
