WASTE DISCHARGE REQUIRE' ITS
CITY OF TRACY
SAN JOAQUIN COUNTY -2-
7. The beneficial uses of Old River and Delta waters are municipal , industrial ,
and agricultural supply; recreation; esthetic enjoyment; navigation; and
preservation and enhancement of fish, wildlife and other aquatic resources.
8. Effluent limitations, and toxic and pretreatment effluent standards estab-
lished pursuant to Sections 208b, 301, 302, 303d, 304, and 307 of the
Clean Water Act and amendments thereto are applicable to the discharge.
9. The discharge is presently governed by the following Orders adopted by the
Board:
77-182 (CA0079154) Waste Discharge requirements and NPDES permit.
78-52 Cease and Desist Order with wet industry ban.
79-54 Cease and Desist Order, time schedule, and
interim BOD and SS limits.
79-123 Cease and Desist Order, amendment to Order 78-52
allowing a wet industry connection.
80-097 Special Order, amendment to Order 77-182 pre-
scribing pretreatment standards.
81-076 Special Order, amendment to Order 78-52 to allow
relaxation of total suspended matter (TSM) .
10. A review of self monitoring reports submitted by the City indicates the basis
for the Cease and Desist Orders (C&Ds) still exist (i .e, the City violates or
threatens to violate effluent limits for daily maximum total coliform and
chlorine residual ) . The three C&Ds will be retained.
11. The City is proceeding with a $4.7 million "fix up" grant to eliminate solids
handling problems which were a significant source of effluent violations when
the first C&D was adopted. They are also using local funds to expand plant
capacity from 5.5 to 9.0 mgd. Fix up and plant expansion are proceeding
together and are scheduled for completion in 1987.
12. Because the City establised an acceptable pretreatment program in compliance
with Special Order 80-097, the Order will be rescinded. Special Order 81-076
to allow relaxation of suspended matter will be rescinded because relaxation
of total suspended matter to 30 mg/l is incorporated into the City's new
NPDES permit.
13. The action to adopt an NPDES permit is exempt from the provisions of the
California Environmental Quality Act (Public Resources Code Section 21000,
et seq. ), in accordance with Section 13389 of the California Water Code.
14. The Board has notified the Discharger and interested agencies and persons of
its intent to prescribe waste discharge requirements for this discharge and
has provided them with an opportunity for a public hearing and an opportunity
to submit their written views and recommendations.
