The Board, in a public meeting, heard and considered all comments pertaining <br /> to the discharge. <br /> 16. This Order shall serve as a National Pollutant Discharge Elimination System <br /> permit pursuant to Section 402 of the Clean Water Act, or amendments thereto, <br /> and shall take effect ten days from the date of hearing, provided EPA has no <br /> objections. <br /> IT IS HEREBY ORDERED that the City of Tracy, in order to meet the provisions <br /> contained in Division 7 of the Clean Water Act and regulations and guidelines <br /> adopted thereunder, shall comply with the following: <br /> A. Previous Orders: <br /> 1. Order 77-182 ( CA0079154) , Order 80-097, and Order 81-076 are hereby <br /> rescinded. <br /> 2. Cease and Desist Orders 78-52, 79-54 and 79-123 pertaining to the City of <br /> Tracy shall remain in full force and effect. <br /> B. Prohibitions: <br /> 1. The discharge or bypass of wastes to Sugar Cut, Tom Paine Slough, or <br /> Paradise Cut is prohibited. <br /> C. Effluent Limitations: <br /> 1.
