CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> SPECIAL ORDER <br /> FOR <br /> CITY OF TRACY <br /> MODIFYING <br /> WASTE DISCHARGE REQUIREMENTS (NPDES PERMIT) <br /> AND <br /> CEASE AND DESIST ORDER <br /> TO RELAX SUSPENDED SOLIDS LIMITS <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds: <br /> 1 . Discharge from the City of Tracy Wastewater Treatment Facility (hereafter <br /> City) is governed by the following Orders adopted by the Board: <br /> 77-182 (CA0079154) Waste discharge requirements and NPDES permit. <br /> 78-52 Cease and Desist Order with wet industry ban. <br /> 79-54 Cease and Desist Order, time schedule, and <br /> interim BOD and SS limits. <br /> 79-123 Amendment to Order 78-52 allowing a wet industry <br /> connection. <br /> 80-097 Amendment to Order 77-182 prescribing p •etreat- <br /> ment standards. <br /> 2. The City has requested a relaxation of the monthly average total suspended <br /> matter (TSM) effluent limitation from 20 mg/l to 30 mg/l . <br /> 3. The principal reason for the original adoption of the 20 mg/l TSM limit <br /> was to assure a high level of protection for a proposed Old River State <br /> Park near the discharge point. Plans for that park have been dropped. <br /> 4. The increase in effluent TSM from 20 mg/l to 30 mg/l is not expected to <br /> adversely affect the solids or turbidity levels in Old River since the <br /> river exceeds that level nine months out of the year. The other three <br /> months are high-flow months when adequate dilution is available. <br /> 5. The City expects to realize substantial cost savings in plant operations as <br /> a result of the relaxation. <br /> 6. A review of self-monitoring reports submitted by the City indicates the <br /> bases for the Cease and Desist Orders still exist (i .e. , the City violates <br /> or threatens to violate various prescribed effluent limits, including the <br /> relaxed TSM limit) . <br />
