PW <br /> MEMORANDUM <br /> TO: Stan Phillippe 14 March 1980 <br /> FROM: Frank McDermott <br /> SUBJECT: CITY OF TRACY SEWAGE TREATMENT FACILITIES <br /> On 7 March 1980, I made a follow-up inspection to determine what progress was being <br /> made to correct the Effluent Limitations violations determined on 7 February 1980. <br /> The inspection was made with John Baker, Utilities Director, and Gene Fryling, Chief <br /> Operator. <br /> Plant personnel are experimenting with the operation of the chlorine contact chamber <br /> where short-circuiting is suspected as the cause of Chlorine Residual and Total Coliform <br /> violations. They are also experimenting with the automatic chlorination-dechlorination <br /> equipment. Mr. Baker will inform us in a written report as soon as the conclusions <br /> are reached. Included in the report will be their findings as to the cause of pH <br /> violations. <br /> This inspection found the Le Prino Company cheese waste ponds generating strong putrid <br /> odors. When the Cheese Company waste ponds are not operated properly they cause a <br /> threatened odor nuisance condition which could lead to an actual odor nuisance condi- <br /> tion and violation of Board Order 77-182. This condition is heightened by the fact <br /> that nine of the ten surface aerators in the City's holding pond, to which the cheese <br /> pond waste is discharged, are inoperable. Improper operation of the cheese waste ponds <br /> also increase the BOD loading to the holding ponds. <br /> The cheese waste ponds alone are capable of causing an actual odor nuisance condition <br /> and should be operated to assure continuous compliance with Board Order No. 77-182. <br /> Mr. Baker informed me that the company responsible for the surface aerators determined <br /> the motors were too big for the frames used and would correct the problem soon. <br /> My inspection finds the discharge in threatened violation of Board Order No. 77-182, <br /> which states in part: <br /> Provision E.I . "Neither the discharge nor its treatment <br /> shall create a nuisance as defined in the <br /> California Water Code." <br /> 6�L NA. e- .3r0_)z_ <br /> RANK 0.
