CA0079154 <br /> Enclosed for your information is a copy of an inspection report of your <br /> wastewater treatment facilities. <br /> The report indicates that for an extended period of time your discharge <br /> has been in violation of your NPDES Permit No. CA0079154 Total Coliform, <br /> Chlorine Residual , and pH Effluent Limits. It also cites violations of <br /> Cease and Desist Order No. 79-54. <br /> The report suggests a return to manual control of the chlorination, <br /> dechlorination equipment and a slight modification at the point of <br /> chlorine application as a means of achieving compliance with permit <br /> limitations for Total Coliform and Chlorine Residual . It also indi- <br /> cates a need for immediate repairs or replacement of the holding <br /> pond aerators, and the needed repairs to return the industrial waste <br /> clarifier to operational status. <br /> It is the City's responsibility to assure the plant equipment is <br /> optimally maintained at all times in order to assure continual com- <br /> pliance with Board orders. Please inform this office in writing by <br /> 14 March 1980 steps you will take to bring the discharge into such <br /> compliance.
