CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
3201 "S" Street
Sacramento, California 95816
NOTICE OF PUBLIC HEARING
in the matter of
CITY OF TRACY
SAN JOAQUIN COUNTY
The California Regional Water Quality Control Board, Central Valley Region,
will hold a public hearing:
DATE: 28 April 1978
TIME: 10:00 a.m.
PLACE: American Legion Hall
1960 Tracy Boulevard
Tracy, California
to consider issuance of an Order pursuant to Section 13301 of the California
Water Code requiring the City of Tracy to cease and desist from discharging
waste in violation of waste discharge requirements contained in Board Order
No. 77-182, NPDES Permit No. CA0079154, adopted on 24 June 1977.
More specifically, the discharger has violated or threatens to violate existing
requirements for total coliform organisms , biochemical oxygen demand, total
suspended matter, pH, chlorine residual , settleable matter, bioassay, and flow.
The Board will consider whether a prohibition or appropriate restrictions on
additional industrial discharges to the City of Tracy sewer system should be
included in a Cease and Desist Order if further addition in volume, type, or
concentration of waste entering the sewer system would cause an increase in
violation of waste discharge requirements or increase the likelihood of vio-
lation of requirements.
The Board's staff, the discharger, and other interested persons will be given
an opportunity to present evidence concerning whether the discharge requirements
have been violated and plans and time schedules for obtaining compliance at the
earliest practicable date. The discharger and all other interested persons
may, but need not, be represented by counsel .
If possible, written copies of testimony to be presented at the hearing should
be furnished to the Board in advance of the hearing.
The Regional Board file on the discharge of the City of Tracy is open to public
inspection from 8:00 a.m. to 4:00 p.m. on weekdays.
WILLIAM S. JOHNSON, S p rvising Engineer
4/7/78 LFN:ca
