I STATE OF CALIFORNIA---HEALTH AND WELFARE AGENCY EDMUND G.BROWN JR.,Governor
DEPARTMENT OF HEALTH SERVICES
31 E. CHANNELSTREET, ROOM 117
STOCKTON,CA 95202
(209)948-7697 July 31, 1979
Mr. John W. Baker, Director of Utilities AUG 21979
City of Tracy 39-011 SAN JOAQJIN LOCAL .
P.O. Box 1029 HEALTH DISTRICT
Tracy, California 95376
Dear Mr. Baker:
This letter will confirm the inspection of the City of Tracy's new surface
water treatment plant under construction on Tracy Road. Mr. Bert Ellsworth,
Regional Engineer, and I were accompanied by Mr. Ted Millimake, Chief Operator,
during the inspection.
Construction is still under way and appears to conform with the facilities
described in Water Permit No. 78-061 of October 3, 1978.
Requirements for putting the new water treatment plant on line were discussed
with Ted Millimaki:
1. The transmission line to the City will be flushed with domestic water
from the City system.
2. The filters will be backwashed with this water.
3. Two negative bacteriological samples must be furnished from the effluent
at the plant before water is transmitted to the City.
4. Bacteriological samples will be taken three times daily at different
stages of treatment initially - then "tapered off" in frequency ac-
cording to the need as operations at the plant become apparent.
5. Coliform free water is expected to be furnished to the consumers from
the City of Tracy water system at all times.
6. Required chemical samples may be taken after the water treatment plant
has operated over a period of time, due to the availability of results
from a continuous monitoring program being carried out by the United
States Bureau of Reclamation and the State Department of Water Resources.
Required chemical samples taken and analyzed by other agencies are
satisfactory as long as they truly represent water used by the City of
Tracy water treatment plant and are submitted to this office by the
City of Tracy. These chemical analyses must include general mineral,
