Box 1029 HEALTH DISTRICT <br /> Tracy, California 95376 <br /> Dear Mr. Baker: <br /> This letter will confirm the inspection of the City of Tracy's new surface <br /> water treatment plant under construction on Tracy Road. Mr. Bert Ellsworth, <br /> Regional Engineer, and I were accompanied by Mr. Ted Millimake, Chief Operator, <br /> during the inspection. <br /> Construction is still under way and appears to conform with the facilities <br /> described in Water Permit No. 78-061 of October 3, 1978. <br /> Requirements for putting the new water treatment plant on line were discussed <br /> with Ted Millimaki: <br /> 1. The transmission line to the City will be flushed with domestic water <br /> from the City system. <br /> 2. The filters will be backwashed with this water. <br /> 3. Two negative bacteriological samples must be furnished from the effluent <br /> at the plant before water is transmitted to the City. <br /> 4. Bacteriological samples will be taken three times daily at different <br /> stages of treatment initially - then "tapered off" in frequency ac- <br /> cording to the need as operations at the plant become apparent. <br /> 5. Coliform free water is expected to be furnished to the consumers from <br /> the City of Tracy water system at all times. <br /> 6. Required chemical samples may be taken after the water treatment plant <br /> has operated over a period of time, due to the availability of results <br /> from a continuous monitoring program being carried out by the United <br /> States Bureau of Reclamation and the State Department of Water Resources. <br /> Required chemical samples taken and analyzed by other agencies are <br /> satisfactory as long as they truly represent water used by the City of <br /> Tracy water treatment plant and are submitted to this office by the <br /> City of Tracy.
