(Wright) has prepared this report on behalf of City of Tracy
(property owner) for the above referenced site. This work is in response to letter dated October
17, 2007 from the San Joaquin Public Health Services Environmental Health Division
(SJC/EHD) for additional site assessment. The purpose of the work is to address contaminants
from an underground diesel fuel storage tank on the site and to further define the vertical and
horizontal extent of the Diesel fuel dissolved plume.
1.0 Background
One underground storage tank containing diesel fuel for a backup generator at the Treatment
Plant was removed from the site in January 1998 under SJC/EHD permits. One surface diesel
storage tank is located adjacent to the former tank pit. Soil and groundwater samples collected as
a part of the tank removal revealed Total Petroleum Hydrocarbons as Diesel (TPHD) in soil at 11
milligrams per kilogram (mg/kg) and 580 milligrams per liter (mg/1) in groundwater. On the
basis of this data, SJC/EHD requested additional site investigation. The former tank pit is located
within the Wastewater Plant operation between several large treatment ponds. Tank removal data
from 1998 showed low levels of TPHD in soil and groundwater samples.
i
