2.1 Zoning <br /> The San Joaquin County Community Development Department web site states <br /> that the Site is zoned R-M, medium density residential. This zoning designation <br /> "is intended to accommodate detached single-family dwelling units, mobile <br /> homes, and attached units including duplexes, triplexes and fourplexes in <br /> neighborhoods most appropriately situated as buffers between less and more <br /> intensively developed residential areas or as transitions from residential to <br /> commercial areas." <br /> 2.2 Proposed Development <br /> A minor subdivision is proposed to divide the Site into two parcels. Mr. Foroutan <br /> indicated that the Site will remain residential. <br /> 2.3 Topography <br /> A recent U.S. Geological Survey 7.5-minute topographic map was obtained from <br /> the San Joaquin County District Viewer. In the map, the Site is depicted as <br /> relatively flat land located at approximately 10 feet above mean sea level. This <br /> map is included as Plate 3 in Appendix 1. <br /> 3.0 HISTORICAL RESEARCH <br /> 3.1 Aerial Photographs <br /> Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br /> County Surveyor's Office in Stockton, California. The available photographs <br /> were dated 1937, 1940, 1952, 1963, and 1975. Three additional photographs, <br /> dated October 1998, May 2005, June 2007, and June 2014, were obtained from <br /> the San Joaquin County District Viewer. <br /> In the 1937 photo, the Site appears to be vacant land with one or more large <br /> trees on the southern side. Stockton Street is present, but Alice Avenue has not <br /> yet been constructed. The surrounding properties appear to be mainly vacant <br /> land; a few residences can be seen. Further to the east, several small buildings, <br /> Thornton Road, and a large industrial building can be seen. <br /> In the 1940 photo, Alice Avenue can be seen. Many new residences can be <br /> seen to the west, and a farm labor housing complex can be seen to the south. <br /> In the 1952 photo, houses are located on most lots along Alice Avenue to the <br /> east of the Site, and a new, large structure can be seen to the northwest.
