At the time of inspection, it could not be demonstrated (not necessarily documented) that employees who handle hazardous waste were properly trained. Lourdes De Los Santos indicated that no hazardous waste specific training is being provided, she was unclear at the time of inspection as to the the hazardous waste labeling requirements. The generator must ensure that all employees who handle hazardous waste are thoroughly familiar with proper waste handling and emergency procedures. Provide proof of training to the EHD for employees whose responsibilities include hazardous waste. This is a Class II violation. 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. 1) Copies of the following uniform manifests for the disposal of hazardous waste were not found on site: 004495177SKS, 004494998SKS,004494697SKS, and 002829217GBF. Hazardous waste generators shall retain copies of all manifests signed off by the disposal facility and all receipts used in a consolidated manifesting procedure on site for three years and have them readily available for review. Immediately locate a copy of all manifests and receipts for the last three years, maintain them on site, and submit copies to the EHD. 2) Manifest numbers 002829302GBF, 002829508GBF,003039633GBF, 003040163GBF,003040342GBF, and 003039941 GBF were found without a signed off copy from the destination facility. Hazardous waste generators shall retain copies of all manifests signed off by the destination facility on site for three years and have them readily available for review. If the generator did not receive a copy of the manifest with the handwritten signature of the owner or operator of the facility to which the generator's waste was submitted within 60 days of the date the waste was accepted by the initial transporter, the generator shall submit a legible copy of the missing manifest, with some indication that the generator has not received confirmation of delivery. This information shall be submitted to: DTSC Report Repository Generator Information Services Section P.O. Box 806 Sacramento, CA 95812-0806 Immediately locate a copy of the missing manifests or prepare and submit the required information to DTSC.
