Metal fines generated from metal grinding are being recycled as scrap metal without first <br /> determining particle size or hazardous properties. Any person who generates a waste shall determine if <br /> the waste is a hazardous waste. Immediately stop recycling metal fines, make a hazardous waste <br /> determination for the metal waste, and manage it according the Title 22 hazardous waste regulations. <br /> Particles 100 microns or smaller must be handled as hazardous waste if the metal is determined to be a <br /> hazardous waste. Submit a statement and supporting documentation explaining how this waste was <br /> managed by October 20, 2011. REPEAT VIOLATION <br /> 407. Eight empty 55 gallon drums were observed in the hazardous waste storage building with a sign <br /> !marked "Empty Drums" on the wall, but no labeling on the containers. Containers larger than five gallons <br /> I that previously held a hazardous material shall be marked as empty, with the date they were emptied and <br /> managed within one year of being emptied. Immediately mark and manage all empty containers per this i <br /> section. REPEAT VIOLATION <br /> I I <br /> 605. Four 55 gallon steel drums of used oil and four 55 gallon black steel drums of used absorbent were <br /> observed in the hazardous waste storage building with no hazardous property marked. All hazardous <br /> waste containers shall be marked with the following information: I <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE. <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE <br /> Inspector Received By.
