L�- <br />SAN JOAQUIN COUNTY <br />ENVIRONMENTAL HEALTH DEPARTMENT <br />600 East Main Street, Stockton, California 95202-3029 <br />Telephone: (209) 468-3420 Fax: (209) 468-3433 Web: www.s'gov.org/ehd/unitiii.html <br />CONTINUATION FORM <br />Page: 3 of 6 <br />OFFICIAL INSPECTION REPORT <br />Date: 02/23/11 <br />Facility Address: 1050 N Wilson Way Stockton CA <br />Program: HW <br />SUMMARY OF VIOLATIONS <br />CLASS I, CLASS II, or MINOR -Notice to Comply) <br />Class I Violation: 1 <br />Class II Violations: 7, 20, 50, 52, 60, 63, 83, 84, 85, 999 <br />Violation #1 -Disposed or caused disposal of Hazardous Waste (HW) at an unauthorized point 25189.5(a) CA <br />Health & Safety Code (HSC). <br />At time of inspection: <br />According to the Store Manager, <br />-all containers of liquids that are damaged, broken, or leaking are poured down the drain for disposal including any <br />hazardous materials. <br />-all electronic wastes and any non -liquid containers that are damaged but still have any kind of label on them are sent back <br />to the Distribution Center (DC) in Woodland, CA. <br />-customer returns, expired products, and all other solid wastes that aren't sent to the DC are thrown in the trash. <br />--A ziplock type plastic bag was seen in the "Alkaline" hazardous waste container with an absorbent pad and some paper <br />towels in it. The Store Manager was asked what type of hazardous waste was in the bag. She opened the bag, felt around <br />inside it, sniffed it, and said "smells like detergent, want to smell?". She was than asked what happened to the bottle that <br />spilled or leaked. She said they rinse the bottles out and throw them away. <br />--Two empty bottles of Pine -Sol and 1 empty bottle of Fabuloso were seen in the trash dumpster. The Store Manager was <br />asked "Is this what you are talking about?" to which she responded "Yes, dumped down the drain". The Store Manager was <br />asked if Pine -Sol was used as a cleaner in the store and she said it was not used for cleaning in the store. <br />According to the Pharmacist, all empty prescription containers in the pharmacy are discarded into the trash. When <br />questioned about Warfarin or other RCRA waste containers, he said those are also thrown in the trash. <br />Immediately cease disposal of hazardous waste at an unauthorized point. <br />Violation #7 -Failed to determine if a waste is a hazardous waste 66262.11 California Code of Regulations <br />(CCR). <br />At time of inspection: <br />According to the Store Manager, all damaged, broken, leaking containers, customer returns, expired products, and electronic <br />waste are either poured drain the drain, thrown in the trash, or sent back to the Distribution Center (DC) in Woodland. <br />According to the Pharmacist, dropped, damaged, and customer returned pharmaceutical waste is placed in a container and <br />sent to the DC. <br />Immediately make a hazardous waste determination pursuant to Title 22 hazardous waste regulations and <br />handle accordingly or handle as hazardous waste.
