Unsafe building due to inadequate maintenance [subsection (k)] <br /> On August 16, 2013, the following violations of the California Health and Safety Code, <br /> Section 17920.3, were observed for the Shed. <br /> 1 . General dilapidation or improper maintenance [subsection (a.13)] <br /> 2. Members of ceilings, roofs, ceilings and roofs support, or other horizontal members <br /> which sag, split, or buckle due to defective material or deterioration [subsection(b.6)] <br /> 3. Nuisance [subsection (c)] <br /> 4. Ineffective waterproofing of exterior walls, broken windows, and doors [subsection <br /> (g.2)] <br /> 5. Broken, rotted, split, or buckled exterior wall covering and roof coverings <br /> [subsection (g.4)] <br /> 6. Materials of construction are inadequate or hazardous [subsection (1)] <br /> 7. Unsafe building due to inadequate maintenance [subsection (k)] <br /> On August 16, 2013, the shed was found to be unsecured in violation of Section 8-5601 of <br /> the San Joaquin County Ordinance Code and was posted with a Notice to Secure. <br /> V. Case Chronology <br /> 08/16/13 An inspection was conducted with Montezuma Fire Chief Ed Martel and EHD <br /> Housing Program Coordinator Linda Turkatte found one substandard single <br /> family dwelling (SFD) and one substandard shed. <br /> 08/22/13 The initial posting notices were sent to the property owner at the address listed <br /> on the last tax assessment roll by certified mail. The certified mail was received <br /> on 09/03/13. <br /> 09/19/13 A check of the Community Development Department's database showed that <br /> no building permits have been issued to correct current violations at the <br /> property. <br /> 09/20/13 The EHD mailed a letter by certified mail to the owner of record advising that if <br /> no action was taken in 30 days the case would be referred to the next Board of <br /> Housing Appeals (BONA) meeting. The certified mail was received on 09/23/13. <br /> 10/14/13 Site visit conducted in response to a structure fire incident report from <br /> Montezuma Fire District found posted shed completely damaged by fire. <br /> Page 3 of 5 <br />
