Main St. CUF#: 12540 <br /> Stockton, CA 95202 Global ID#: T607700430 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Upgradient <br /> Environmental Consultant's February 24, 2009 letter and offers the following comments. <br /> A meeting was held on February 6, 2009 to discuss the status of the site's approved remedial <br /> pilot test for ground water extraction that has not been enacted. It was agreed at the meeting <br /> that a revision to the Pilot Test plan would be submitted to the EHD which would consist of <br /> testing the existing wells onsite for effective ground water extraction instead of installing the <br /> larger extraction wells as originally proposed in the plan. No date was specified for its submittal <br /> to the EHD. <br /> The letter advised the EHD that no investigative or corrective action activities were conducted at <br /> the site for the fourth quarter 2008 and that you were working on the work plan revision. No <br /> schedule for future investigative or remedial actions was provided in the letter. <br /> Please be aware that the California Code of Regulations, Title 23, Section 2652 requires owners <br /> of contaminated underground storage tank sites to report quarterly on the status of their site to <br /> the lead regulatory agency overseeing the investigation. The report must include an update on <br /> specific information and results of all corrective actions (investigations) which occurred during <br /> the period. One of the items that must be discussed in each quarterly report is future <br /> investigative actions and a time schedule for implementing the actions. You may prepare this <br /> report yourself unless geologic or engineering interpretation is included which would require that <br /> it be prepared by an appropriately registered professional. All reports submitted to the EHD <br /> must include a time schedule with the dates reports will be submitted and investigative and <br /> corrective actions will be conducted. <br /> The most recent ground water analytical data is from September 25, 2008 (Third Quarter — <br /> 2008). Ground water samples from monitoring well VM-2 contained 39,900 ug/I of Total <br /> Petroleum Hydrocarbons as Gasoline (TPHg) as well as elevated levels of benzene, toluene, <br /> ethylbenzene, and xylene (BTEX). All concentrations of petroleum for this well during this last <br /> sampling event were up significantly from the previous event in July 2008. Monitoring well VM-4 <br /> is down-gradient of VM-2 and ground water samples during the same period and also indicated <br /> a rise in concentrations of dissolved petroleum in the ground waters samples. <br />
