The work plan was uploaded before we were made <br /> aware of the new business model that has been instituted at the UST Cleanup Fund <br /> ("Fund")or the new budget policy that has been put in place. When we learned of this, <br /> we submitted a projected budget of approximately $100,000 for fiscal year 2011. <br /> We have now been informed that the Fund has placed the Valley Motors site info the <br /> Remedy Selection/Interim Remediation Action (RS/IRA)category and has allocated <br /> only a minimal budget of$10,000 for fiscal year 2011/12. According to USTF budget <br /> documents,this amount"is intended to allow the claimant to conduct a minimal amount <br /> of work to document current site conditions until the next budget cycle." <br /> Consequently,we have re-examined the work plan and the budget in an attempt to <br /> identify a way to proceed with the site investigation while remaining within the approved <br /> budget. <br /> Obviously,our plan to,proceed with full groundwater remediation(option#1 of your <br /> May 27,2010 letter to Barbara Hyduke)is not viable'at this time. Therefore,we believe <br /> the better approach is to select option#3 of that correspondence,whereby we,would <br /> conductt-a limited, short-term:interum remediation test of the proposed method. This <br /> 'interim test would include the following: <br /> L Install only one(1)4-inch diameter extraction well,---and do not collect soil <br /> t .3ta�— samples for laboratory analysis; <br /> 2. Install temporary PVC piping from the-test well to,the holding-tanks; <br /> 3. Conduct a short term-(3 to 6 hour)step test to determine the sustaimb:le:flow rate; <br /> 4. Use sustainable flow rate to calculate the total volume of water that could be <br /> ` pumped during a 24-30 hour constant-rate pumping test; <br /> 5. Mobilize a holding tank to the site that is capable of holding the volume <br /> determined in stop 3; <br /> 6. Install transducers in monitor wells VM-1,VM-2,VM-3,VM-4,and SW-1;, <br /> 7.
