Investigation and Evaluation of Underground Tank Sites has been obtained Appendix A requires <br /> that a Problem Assessment Report be prepared in order to assess the appropriateness of site <br /> remediation and to evaluate the potential of various remedial operations to effectively mitigate <br /> the problem Therefore, we recommend that all remaining tasks be completed so that a Problem <br /> Assessment Report can be submitted to EHD and the Regional Water Quality Control Board for <br /> review These tasks include the following <br /> 0 Thorough site receptor survey to locate all potential contaminant migration and exposure <br /> pathways <br /> • Vapor-extraction/air sparging feasibility test in VM-1 <br /> • Oxygen Release Compound feasibility test in VM-4 <br /> • Groundwater pumping test in VM-2 <br /> Once these tasks have been performed, the Problem Assessment Report should be prepared and <br /> submitted for review If coordinated between EHD, Valley Motors, and Upgradient, the report <br /> could be submitted by the end of 1998 <br /> In addition, we recommend continuing to monitor groundwater conditions on a quarterly basis In <br /> view of recent trends in groundwater concentrations, it is unlikely that the site will meet <br /> regulatory guidelines for closure, and it will probably be necessary to continue monitoring in <br /> 1999 <br /> Lastly, there are now more than 20 drums of soil and groundwater stored on site The cost to <br /> remove and dispose of these drums has already been pre-approved by the State UST Cleanup <br /> Fund under Upgradient proposal 97025 We have delayed disposal for several months in order to <br /> allow Valley Motors to pay down the debt on other tasks associated with this investigation, but <br /> we recommend that disposal be completed before the end of 1998 to avoid having to carry this <br /> budget over into 1999 <br />. 5 <br />
