Sara Title III - Community Right-To--Know: <br /> Sara Title III is often used as shorthand for emergency or <br /> accidental spill reports such as the EPA ERNS Database. <br /> Community Right-To-Know often is used to refer to corporate <br /> reporting requirements for chemicals and other hazards <br /> maintained at plant sites. In fact, SARA Title III and <br /> Community Right-To--Know are one in the same. SARA Title <br /> III refers to a section of the Superfund amendments that <br /> were passed in 1986 and Emergency Planning and Community <br /> Right-To-Know is the more descriptive name for many of <br /> those provisions. <br /> The Emergency Planning and Community Right-To-Know Act <br /> (EPCRA) was passed in response to the release of methyl <br /> isocyanate from a chemical plant in Bhopal India in 1984. <br /> The general idea of EPCRA was to provide communities in <br /> this country with information about businesses that maintain <br /> or work with potentially toxic materials and to establish <br /> emergency planning procedures at the local level to deal <br /> with accidental releases of these materials. The basis of the <br /> laws is a number of information of reporting requirements <br /> imposed on the businesses that handle toxic materials. <br /> No sites were listed on the TRIS database within 1/4 <br /> mile of the property. <br /> 9. Emergency Response Notification System (ERNS) <br /> The ERNS is a national data base of reported releases of oil <br /> and hazardous substances from many federal agencies <br /> including EPA, National Response Center, and the Department <br /> of Transportation. <br /> No sites were listed on the ERNS database with in 1/8 <br /> mile of the site. <br /> 10 <br />
