k" K L E I N F E L D E R
7 FINDINGS AND CONCLUSIONS
Kleinfelder performed this Phase I ESA in accordance with the scope and limitations of ASTM
Practice E1527-97. The purpose of this assessment was to evaluate recognizable environmental
conditions associated with the present or past usage, storage, or disposal of hazardous substances
or petroleum hydrocarbons at the subject site. The findings of this environmental assessment
area presented below, and are based on Kleinfelder's knowledge of the subject site from our site
observations and information `gathered during our review. These findings are subject to the
limitations presented at the end of this report, and may change if additional information becomes
available.
7.1 BACKGROUND
Based upon our review of aerial photographs and topographic maps, the site has historically been
used for a dairy and for crop production. The dairy has been present on the site since February 1,
1994.
7.2 FINDINGS AND CONCLUSIONS
Based upon the results of our research, Kleinfelder makes the following observations regarding
the site.
1) Environmentally persistent pesticides may have been applied to the crops grown on-site. No
obvious evidence of agricultural chemical mixing areas or dumping was noted in the aerial
photographs reviewed or during the site reconnaissance. Normal agricultural chemical use
for crop production generally does not trigger enforcement actions or assessment
requirements by environmental regulatory agencies. If the proposed land use changes (i.e.
from agricultural to residential), shallow soil sampling and analysis could be conducted to
further evaluate this issue.
2) On properties with a history of agricultural use, many underground pipelines may exist. It
was common for said pipelines to contain asbestos (e.g. Transite pipe). Subsurface
exploration is not a part of a typical Phase I Environmental Site Assessment scope of work.
However, in the event that any subsurface structures are encountered during site development
or excavation on site, care should be exercised in determining whether or not the subsurface
structures contain asbestos. If they contain asbestos, they should be removed, handled,
transported, and disposed of in accordance with local, state, and federal laws and regulations.
Additionally, if suspect materials are encountered, the signatories of this report should be
notified immediately.
20-4322-01.P01/2019R547 Page 20 of 23
Copyright 1999,Kleinfelder, Inc. .lune 28, 1999
