k4 KLEINFELDER
3) There are multiple active wells located on site. The on-site active wells are currently used to
supply water for agricultural use and used for domestic purposes. If the intended uses of the
wells will change (i.e. from irrigation use to supply drinking water) Kleinfelder recommends
that the well be sampled and water analyzed in accordance with the intended use. If the on
site wells are to be abandoned, Kleinfelder recommends proper abandonment in accordance
with local, state and federal regulations.
4) Wood debris, scrap metal, and other miscellaneous debris are located in areas throughout the
subject site and should be properly disposed. If evidence of contamination is discovered, the
signatories of this report should be contacted.
5) Surface stains were noted on the subject site. The oil stains were primarily located
underneath heavy equipment. The soil staining appears to meet the definition of a "de
minimus" condition under ASTM. Therefore, no sampling is recommended. However, it is
suggested that efforts be made to reduce future leaks.
6) Drums were present on the subject site. Soil staining in these areas was not noted. If
continued use of the drum contents is necessary, the drums should be relocated to an
appropriate storage area (i.e. paved area with containment to catch spills). If the contents of
the drums are not needed on site, then the drums and contents should be disposed.
7) Multiple above ground storage tanks (ASTs), some empty, some used for storage of water,
diesel and oil are present on site. There is no soil staining visible associated with the ASTs.
Above ground storage tanks storing diesel and oil should be equipped with secondary
containment. Portable AST's should be stored in an area with secondary containment when
not in use. If the amount of petroleum products meets the threshold of 660 gallons per tank
or 1,320 gallons per facility, an AST permit is required.
8) Chemical storage containers and other hazardous materials were found on site. Said items
should be properly disposed if not in use. Additionally, the quantities of hazardous materials
(i.e. compressed gas, waste oil, etc.) on site may trigger permitting requirements. The local
fire department and/or PHS/EHD should be contacted for guidance.
9) A septic system is located on site, south of the residence. The purpose of the septic system is
to receive domestic sewage. It is common to find that unauthorized or unintended discharge
to septic systems of hazardous materials or petroleum products has occurred. If the septic
system is to be abandoned, soil samples can be collected in the vicinity of the septic tank and
leach lines to evaluate potential hazardous materials discharge to the septic system.
10)The dairy on site discharges waste water to surface impoundments. According to the
property owner, the surface impoundments were constructed with a 10 percent clay liner and
operate under waste discharge requirements (WDRRs) issued by the RWQCB.
20-4322-0I TO1/2019R547 Page 21 of 23
Copyright 1999,Kleinfelder,Inc. .lune 28, 1999
